تعد ظاهرة الإرهاب من أخطر الظواهر التي أثرت بشكل سلبي على واقع المجتمعات في العالم بشكل عام وفي العراق بشكل خاص خاصة في جانبها الإنساني، وقد تفاقمت خطورة هذه الظاهرة في عالمنا المعاصر بعد أن تحول الإرهاب إلى ظاهرة عالمية تمس وتؤثر على جميع نواحي الحياة لشعوب العالم، فالإرهاب لم يعد يخص طرفا أو شعبا أو دولة دون أخرى وإنما شمل الجميع بغض النظر عن أسبابه وأشكاله وأهدافه وحتى طبيعة الجهات التي تقف وراءه، ويبدو إن هذه الحقيقة قد أدركها المجتمع الدولي منذ بداية القرن العشرين والذي سعى إلى محاربتها والحد من أثارها المدمرة لجوانب الحياة الإنسانية والحضارية والاقتصادية وحتى السياسية. أصبح الإرهاب ظاهرة معرقلة للاستقرار الوطني والإقليمي والدولي على السواء وعقبة أمام تنمية وتطور شعوب العالم والشعب العراقي، وقد أدركت الدول والمجتمع الدولي ككل خطورة هذه الظاهرة منذ ثلاثينيات القرن الماضي، إذ أوجدت آليات محددة وجهود كثير ة لمكافحته والحد من بعض آثاره التي بدأت تظهر في دول معينه آنذاك، لكن مع تفاقم وزيادة ظاهرة الإرهاب وانتشاره في العالم كله، أدى إلى زيادة الاهتمام بدراسة وتحليل هذه الظاهرة أكثر فأكثر، لمعرفة دوافعها وأنماطها وأهدافها للوصول إلى انجح الوسائل لمواجهتها والحد من خطرها والقضاء عليها، ولأن الإرهاب ظاهرة لا يمكن تجاهلها على الصعيد العالمي بسبب الآثار المدمرة التي يخلفها وراءه على المجتمعات والدول بشكل عام، ونتيجة لذلك بـدأت الدول الغربية والمنظمات الدولية والإقليمية توحد جهودها من أجل إيجاد ووضع الوسائل والتدابير اللازمة للقضاء على هذه الظاهرة، خاصة أنها أصبحت إحدى الأسباب المؤدية لانتهاك حقوق الإنسان وحرياته الأساسية، وانطلاقا من ذلك وجدت من الضروري تناول موضوع ظاهرة الإرهاب ومدى تأثيرها على الإنسان وحقوقه في العراق.
