|a إن انتشار التجهيزات الجماعية على مستوى مختلف أحياء المدن هو أحد العوامل الأساسية الذي يبعث الحياة في نفوس الناس وينشط السكان، وعلى هذا الأساس من التحليل تتصف الأحياء التي تفتقر إلى مثل هذه التجهيزات بأنها أحياء مراقد، أحياء لا تكمل وظائفها الاجتماعية والاقتصادية والثقافية والدينية والسياسية، حيث يقول "فوريه": أصبحت المدن مدنا آلية والعمارات صناديق بها أقفاص للدجاج وهي آلة وظيفتها إنجاب الأطفال فقط. كما أن عدم توفر التجهيزات والمرافق الضرورية بالأحياء هو الأساس المتسبب في ظهور العديد من المشاكل الاجتماعية لذلك فإن دراسة التجهيزات من حيث طبيعتها، نوعها ،تأثيرها على الأحياء وأهميتها في المدن هو الدليل القاطع لكشف عملية التعبير عن سلوك ونمط حياة الأفراد والجماعات ويتضح هذا جليا من خلال قدرة مشاركة السكان في تسييرها والتردد عليها ضف إلى ذلك أن الافتقار إلى خطة تنظيم وتوزيع بصفة معقولة للتجهيزات الجماعية الأساسية عبر المدن أدى بالأفراد والجماعات إلى البناء الفوضوي وغير الشرعي لبعض الأسواق والمقاهي...
