المستخلص: استهدف البحث الإشارة إلى كلية التربية بجامعة دمياط كمركز خبرة لمواجهة مشكلات التعليم العام بالمحافظة. واستند البحث إلى المنهج الوصفي. وتكونت مجموعة البحث من المعلمين والإداريين العاملين في مدارس محافظة دمياط في مراحل التعليم العام وأساتذة كلية التربية بالأقسام المختلفة. وشملت أداة البحث مقابلة للوقوف على أهم المشكلات التي تواجه التعليم العام بالمحافظة ودور كلية التربية في مواجهة هذه المشكلات.
وتطلبت بنية البحث عرض ومعالجة واقع ومشكلات المؤسسات التعليمية بمحافظة دمياط ودور كلية التربية في تقديم التعاون والمشاركة لهذه المؤسسات وعلاقات التواصل من خلال مركز الخبرة لذا تضمن تناول عدة أقسام شمل الأول مفهوم مركز الخبرة لكلية التربية بدمياط وخصائصه وتناول الثاني الدراسة الميدانية لأهم مشكلات التعليم العام بمحافظة دمياط وكيفية مواجهتها. وشرح الثالث الكيفية التي تقوم بها كلية التربية بجامعة دمياط بوظائف ومسؤوليات مركز الخبرة لمدارس التعليم العام بالمحافظة بناء على نتائج الدراسة النظرية والميدانية وفيه جانبين. واختتم البحث بالإشارة إلى أن تطوير التعليم العام جزء من وظائف كلية التربية لما تتمتع به من الاستقلالية يساعد في اتخاذ القرارات وعقد الاتفاقات الداخلية والخارجية بين الكلية والمؤسسات الأخرى.

The research aims to illustrate the Faculty of Education at Damietta University as an expertise center to address the problems of general education in the governorate. The research is based on the descriptive approach. The research group consists of teachers and administrators working in the schools of Damietta in the general education stages and professors of the Faculty of Education in different departments. The research tool is represented in an interview to find out the most important problems facing public education in the governorate and the role of the Faculty of Education in confronting these problems.
The research aim is to present and address the reality and the problems of educational institutions in Damietta and the role of the Faculty of Education in providing cooperation and participation to these institutions and communication relations through the expertise center. So that, the research tackles many factors; the first one is about the concept and the characteristics of the expertise center of the Faculty of Education of Damietta. The second factor addresses the field study of the most important problems of public education in Damietta governorate and how to confront them, while the third one explains how the Faculty of Education of Damietta do the functions and responsibilities of the expertise center for public education schools in the governorate based on the results of the theoretical and field study in which there are two aspects. The research is concluded by pointing out that the development of public education is a parcel part of the Faculty of Education's functions for its independence, which helps in decision-making and the conclusion of internal and external agreements between the college and other institutions.
