لقد امر الله تعالي في كتابه الكريم بلزوم الجماعة والاعتصام بالكتاب والسنة فقال سبحانه (وَاعْتَصِمُوا بِحَبْلِ اللَّهِ جَمِيعًا وَلَا تَفَرَّقُوا وَاذْكُرُوا نِعْمَةَ اللَّهِ عَلَيْكُمْ إِذْ كُنْتُمْ أَعْدَاءً فَأَلَّفَ بَيْنَ قُلُوبِكُمْ فَأَصْبَحْتُمْ بِنِعْمَتِهِ إِخْوَانًا وَكُنْتُمْ عَلَى شَفَا حُفْرَةٍ مِنَ النَّارِ فَأَنْقَذَكُمْ مِنْهَا كَذَلِكَ يُبَيِّنُ اللَّهُ لَكُمْ آَيَاتِهِ لَعَلَّكُمْ تَهْتَدُونَ) إذ الاعتصام بحبل الله المتين أمان من الزيغ والضلال ويجمع الأمة تحت لواء لا اله إلا الله، محمد رسول الله، ويقوي اللحمة ويقتل الأطماع ويسقط الرايات الزائفة، وبه نواجه مكر وكيد الأعداء، قال رسول الله صلي الله عليه وسلم أن الله يرضي لكم ثلاثا ويكره لكم ثلاثا ويرضي لكم أن تعبدوه ولا تشركوا به شيئاً وأن تعتصموا بحبل الله جميعاً ولا تفرقوا، وأن تناصحوا من ولاه الله أمركم، ويكره لكم: قيل وقال وكثرة السؤال وإضاعة المال، وعلي مر التاريخ الإسلامي أحدث وجود بعض الحدود السياسية نوعا من التمايز والفرقة بين أبناء الأمة الواحدة، بغض النظر عما أريد بسببها حين رسمت، وعن أهداف التقسيم في مثل اتفاقية سايكس بيكو الشهيرة عام 1916م/ 1333ه- 1334ه التي كانت اتفاقا وتفاهما سرياً بين فرنسا والمملكة المتحدة بمصادقة من الإمبراطورية الروسية علي اقتسام منطقة الهلال الخصيب بين فرنسا وبريطانيا لتحديد مناطق النفوذ في غرب آسيا بعد تهاوي الدولة العثمانية، المسيطرة علي هذه المنطقة في الحرب العالمية الأولي، حتي نالت الدول استقلالها كما سيأتي تفصيل شيء منه والمقصود أنها أصبحت واقعا لا مناص منه إذ كل دولة لها حدود خاصة بها بسبب احداث تاريخية وقعت مع ما كان عليه المسلمون من ضعف وفرقه وهذه سنة الله في خلقه.

Then The most prominent purposes of the research: Adapting the political limits legally and their impact on leadership (imama) and community. Besides, responding on the suspicion on which some people stand on to justify their abuse against the political limits and the necessity of dealing with political reality in wise way. In addition, seeking, as much as possible, to strength the Muslim nation and taking the comprehensiveness of jurisprudence into surface The research dealt with the definition of the terms then the historical development of the international political limits and its types. After that, it dealt with the legitimate and legal adaptation of the contemporarily international political limits and its impact on the Muslim nations in convening imama (leadership). The prominent results of the research: Defining what ؛ meant by independence of limits in Muslim nation, and the history and stages of the political limits. In addition, the origins of the legitimate juristic adaptation of the international political limits are mentioned such as: multiplicity of Muslim rulers and nations in one era, legality of treaties, achieving the existence of legitimate interests, and time necessity in defining political limits. In addition, legitimate (Sharia) leadership (Imama) convening of Muslim ruler in accordance with his international political limits and legitimate community of Muslims in accordance with accepting their ruler inside their political limits. The prominent recommendations: the necessity of activate Muslim unity, the existence of contemporary legal and jurisprudence applications that need legal and jurisprudence adaptation. and blessings and peace be upon our prophet and his family and companions.
