المستخلص: يدور موضوع هذه المساهمة حول الثقافة البيئية لسكان المدن بالجزائر من خلال عرض وتحليل العلاقة القائمة بين الإنسان والبيئة المحيطة التي ظلت في جدلية مستمرة منذ وجود الإنسان على سطح الأرض، فحينا تتغلب عليه وتقهره بقسوتها، وحينا آخر يتغلب عليها، فيذللها ويسيطر عليها، بل ويلحق بها أضرارا، مما دفع بالهيئات الأممية لخلق آليات لحماية حقوق الإنسان البيئية، ويعتبر نشر الثقافة البيئية وتعميمها جانبا من هذه الآليات.

The topic of this contribution is the environmental culture of the urban population in Algeria. We will discuss this subject through the presentation and analysis of the dialectal relation which was established between the man and his environment since his existence on this earth. Sometimes, it conquered it by its severity and its brutality, and sometimes, it surmounted it, dominated it and damaged it, which carried out certain organizations of UNO to create mechanisms to protect the environmental rights of the man. The diffusion and the generalization of the environmental culture are one of these mechanisms.

Le thème de cette contribution est la culture environnementale au sein de la population urbaine en Algérie. Nous aborderons ce sujet, par le biais de la présentation et l'analyse de la relation dialectique qui s’est établie entre l’homme et son environnement depuis sa présence sur terre, tantôt elle se révèle d’une brutalité hostile, tantôt elle est dominée et endommagée par celui-ci. C’est ce qui a amené certains organismes de l’ONU à mettre en place des mécanismes de protection de l’environnement et des droits environnementaux de l’homme. La diffusion et la généralisation de la culture environnementale est l’un de ces mécanismes.
