المستخلص: The aim of the research was to uncover the human rights philosophy of Hobbes-Luc Montesco Roso. It pointed out that despite the large number of the scientific research on the subject of human rights in the past and present, the problem of human rights is still the interest subject of the academic institutions at the recommendation of the United Nations. It explained that a decision was recently issued to teach them in the curricula of the universities in Egypt. It pointed out that the global interest in the human rights was a concern expressed by the editor of the magazine Spirit of France in August 1977. It made a successful presentation of the philosophy of the human rights that led us to the Universal Declaration of Human Rights in 1984. It also showed that it is just a declaration of principles and lacks a system of the application and the implementation in view of the large number of grievances in the rights of the world which afflict peoples and the individuals in our time. It pointed to the accusation of the perpetrators and they are ultimately only the governments, the institutions and the systems in their relationship with the individuals and the groups. It also established an international convention which aims to protect the individuals against being denied justice and for this purpose the convention of Human Rights and the fundamental freedoms was signed by members of the European Council in 1950. It also concluded that the signatories sought to establish a European human rights body with a judicial body empowered to consider applications made by the individuals against the member state in the Convention.This abstract translated by Dar AlMandumah Inc. 2018


هدف البحث الى الكشف عن فلسفة حقوق الإنسان هوبز لوك مونتسكو رسو. وأشار الى أنه على الرغم من كثرة الأبحاث العلمية التي تناولت موضوع حقوق الإنسان في الماضي والحاضر إلا إشكالية حقوق الإنسان ما زالت موضع اهتمام المؤسسات الأكاديمية بتوصية من الأمم المتحدة. وأوضح إنه صدر قرار مؤخرا بتدريسها ضمن المقررات الدراسية في جامعات مصر. وبين أن الاهتمام العالمي بحقوق الإنسان قد تمخض عن قلق عبر عنه محرر مجلة الروح الفرنسية عدد أغسطس عام 1977. وعرض عرضا موفقا لفلسفة حقوق الإنسان التي أوصلتنا إلى الإعلان العالمي لحقوق الإنسان عام 1984 . وأظهر أنه إعلان مبادئ لا أكثر ولا أقل ويفتقر إلى جهاز التطبيق والتنفيذ. نظرا لكثرة المظالم في الحقوق على مستوى العالم والتي تبتلى بها الشعوب والأفراد في زماننا. وأشار الى الاتهام إلى مرتكبيها وهم ليسوا في نهاية المطاف سوى الحكومات والمؤسسات والنظم في علاقتهم بالأفراد والجماعات. وتوصل الى إنشاء سلطة دولية تستهدف حماية الأفراد ضد حرمانهم من العدل ولتحقيق هذا الغرض وقعت اتفاقية حماية حقوق الإنسان والحريات الأساسية من قبل أعضاء المجلس الأوروبي عام 1950 . كما توصل الى سعى الموقعون إلى إنشاء هيئة أوروبية لحقوق الإنسان مزودة بجهاز قضائي له صلاحية النظر في الطلبات التي يرفعها الأفراد ضد الدولة العضو بالاتفاقية. كُتب هذا المستخلص من قِبل دار المنظومة 2018
