هدفت الدراسة الحالية إلى قياس مدى الالتزام بتطبيق القواعد التنظيمية لمعاهد وبرامج التربية الخاصة وأثره على مستوى الخدمات المقدمة للأفراد ذوي الإعاقة في محافظة المجمعة، وقد تكونت عينة الدراسة من (67) فردا من العاملين في معاهد وبرامج التربية الخاصة في محافظة المجمعة. وقد أشارت نتائج الدراسة إلى وجود مستوى مرتفع من الالتزام لدى أفراد عينة الدراسة على أبعاد الأداة مجتمعة في حين تباينت متوسطات الأداء على الأبعاد المختلفة، وكذلك فقد أشارت نتائج الدراسة إلى وجود فروق ذات دلالة إحصائية (a = 0.05) تعزى لأثر متغير الجنس على بعد "الأسباب التي تحول دون الالتزام بالقواعد التنظيمية" وجاءت الفروق لصالح الإناث وكذلك أشارت النتائج إلى عدم وجود فروق ذات دلالة إحصائية على أبعاد أداة الدراسة تعزى لمتغيرات (العمر، الوظيفة، المؤهل العلمي، المكان التعليمي). في حين أشارت نتائج الدراسة الحالية إلى وجود فروق في بعد المعرفة بالقواعد التنظيمية لصالح الخبرة (الأكثر من 10 سنوات). وقد أشارت نتائج الدراسة والتي تم التوصل إليها من خلال أفراد المجموعة البؤرية (Focus Group) إلى وجود أثر بالغ للالتزام بتطبيق هذه القواعد على مستوى الخدمات المقدمة للأفراد ذوي الإعاقة فكلما ارتفع مستوى هذا الالتزام كلما تحسن مستوى تلك الخدمات المقدمة لمتلقي هذه الخدمات.
The present study aimed to measure the extent of compliance with the regulations of special education institutes and programs and its impact on the level of services provided to individuals with disabilities in the governorate of Al Majmaah, The study sample consisted of (67) individuals working in special education institutes and programs in Al- Majmaah Governorate. The results of the study indicate that there is a high level of commitment in the sample of the study on the dimensions of the tool combined, while the performance averages varied on different dimensions, The results of the study indicated that there were statistically significant differences (α = 0.05) due to the effect of the sex variable on the "reasons that prevent the adherence to the regulations." The differences were in favor of females. The results also indicated that there were no statistically significant differences in the dimensions of the study for variables (age, occupation, academic qualification, educational place). While the results of the current study indicated differences in the knowledge of the rules in favor of experience (more than 10 years). The results of the study, which were reached through (Focus Group) members, indicate that there is a strong impact on the commitment to apply these rules to the level of services provided to persons with disabilities, while the high level of commitment is working to improve those services provided to its recipients.
