المستخلص: على الرغم أن قواعد القانون الدولي ومبادئه، فرقت بوضوح بين الإرهاب الدولي وبين المقاومة المسلحة من أجل تقرير المصير، إلا أنه تم الخلط بينهما ووضعهما في نفس القالب، بإطلاق وصف الإرهاب السياسي على المقاومة المسلحة، ووصف بعض حركات المقاومة بالمنظمات الإرهابية، قصد تشويه صورتها والحد من تأييدها، انطلاقاً من التوظيف السياسي لأعمالها والبحث في نتائج استخدام القوة في إطار المقاومة والإرهاب دون الوقوف على أسبابها ومدى توافقها مع قواعد القانون الدولي، من منطلق تغليب السياسة على القانون عند تكييف الظاهرتين، وترجع بدايات هذا التوجه إلى ما قبل هجمات الحادي عشر من سبتمبر 2001، وإن كانت هذه الأخيرة قد عززت وعمقت من هذا التوجه، حيث تم استغلال تلك الأحداث لتصنيف بعض حركات المقاومة المسلحة ضمن المنظمات الإرهابية، بما في ذلك حركات المقاومة الفلسطينية، من هنا تظهر أهمية وجود إطار قانوني لتغيير هذا الوضع ووضع الحدود الفاصلة بين الإرهاب الدولي من ناحية والمقاومة المسلحة من ناحية أخرى، لتوضع الأمور في نصابها الفعلي.

Although the rules of international law and principles, dispersed clearly between international terrorism and the armed struggle for self-determination, but it was to confuse them and put them in the same mold, has launched a description of political terrorism of the armed resistance, and describe some of the resistance movements to terrorist organizations, in order to distort the image and reduce of support, from the political exploitation of the work and research in the results of the use of force in the context of resistance and terrorism without standing on the causes and extent of compliance with the rules of international law, in terms of giving priority to policy on law when conditioning phenomena, attributed the beginnings of this trend to the pre-atheist attacks of September in 2001, though the latter has strengthened and deepened this trend, where the exploitation of these events for the classification of some of the armed resistance movements within the terrorist organizations, including the Palestinian resistance movements, from here show the importance of having to change this situation and put the boundaries between international terrorism legal framework on the one hand and the armed resistance on the other hand, to put things in the actual record straight
