|a سعت هذه الدراسة إلى الإجابة على التساؤل الرئيسي ما هي أبرز تداعيات الحصار الإسرائيلي على الواقع الصحي في قطاع غزة ؟ وما هو موقف القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان من هذه الانتهاكات ؟ وكشف الدراسة أن الحصار الإسرائيلي تسبب في تدهور الواقع الصحي في قطاع غزة، وأدى إلى تدني كفاءة المنشآت الصحية، وانتهك حقوق سكان القطاع الصحية، وهو ما يمثل انتهاك خطير للقانون الدولي الإنساني والقانون الدولي لحقوق الإنسان. ودعت الدراسة المجتمع الدولي إلى التدخل الفوري وتوفير برامج إغاثية دولية عاجلة لإنقاذ القطاع الصحي وإجبار السلطات المحتلة على الالتزام بالقواعد والمبادئ الأساسية التي أقرتها الأمم المتحدة، ومن أهمها الحق في التمتع بأعلى مستوى من الصحة يمكن بلوغه. كما دعت السلطة الوطنية الفلسطينية إلى تبني سياسات صحية طارئة لإنقاذ القطاع الصحي، وبذل أقصى الطاقات والجهود للتغلب على الأضرار الكارثية التي لحقت بالقطاع الصحي جراء الحصار المفروض على قطاع غزة.

|b This study aims to elucidate the main question of the most prominent impact of the Israeli blockade on the health sector in the Gaza Strip and the position of the international humanitarian and human rights laws towards these violations. The study revealed that the Israeli siege has resulted in deterioration of health conditions in the Gaza Strip, poor health facilities and violations of the basic human rights related to health. All of this constitutes a grave violation of the provisions of the international humanitarian and human rights laws. The study calls upon the international community to immediately intervene to offer urgent relief programs in order to improve the health sector and oblige the Israeli authorities to abide by the basic principles, laws and rules approved by the UN, the most significant of which is the right to the utmost attainable standard of health. Moreover, it calls upon the PNA to adopt urgent health policies to save the health sector in the Gaza Strip and to spare no effort to overcome the catastrophic impact of the deteriorating health sector due to the Israeli blockade.
