|a تزايد الاهتمام في مجال الإدارة بأحد الموضوعات الهامة التي تُمثل قلب ومحور الإدارة العامة في عصرنا الحالي وهو منهج الحوكمة على مستوي المنظمات العامة، حتى باتت أداة لخدمة الاقتصاد والمجتمع معا، وعليه فإن هذا البحث يهدف إلى توضيح مفهوم منهج الحوكمة وأهميتها، مع إبراز الحاجة إليها في ضوء التحولات الاقتصادية والسياسية، حيث تم عرض وتناول الموضوع بأسلوب علمي، إذ شمل البحث استعراضا لمنهج الحوكمة وأبعادها وأهميتها وتحليل العوامل المؤثرة في دعم وتطوير نظام الإدارة المحلية المصري.\nوقد انتهي البحث إلى مجموعة من التوصيات أهمها:\n-\tضرورة العمل على تفعيل منهج الحوكمة بما يسهم في دعم وتطوير وتقوية نظام الإدارة المحلية نظراً لتزايد مهام الدولة الحديثة وما تقتضيه من البعد عن المركزية وتوزيع هذه المهام بين سلطات الحكومة المركزية والسلطات اللامركزية.\n-\tإعادة النظر في القوانين المعدلة للقانون رقم 43 لسنة 1979 الصادر بشأن الإدارة المحلية بما يعطي المحليات سلطات أوسع تلائم والدور المنوط بها.\nمن الضروري بمكان دراسة مضامين الفكر الإداري وتعميقها فيما يتصل بمنهج الحوكمة وعلاقتها بالإدارة المحلية لما لذلك من إسهام وتعزيز لقدرة المحليات في تحقيق أداء أفضل.

|f The interest in the field of management has increased in one of the important topics that represents the heart and axis of public administration in our time, and that is the approach of governance at the level of public organizations and has become a tool to serve both the economy and society. Therefore, this research aims to clarify the concept of governance approach and its importance. In addition to highlighting the need for it in light of economic and political transformations, the topic was presented and addressed in a scientific manner. The research included a review of governance approaches, dimensions and importance and analysis of factors influencing the support and development of the Egyptian local governance system.\nThe research came to a set of recommendations, the most important of which are: - \n- The need to work on activating the governance approach in order to support, develop and strengthen the local administration system in view of the increasing functions of the modern state and the necessary distance from the centralization and distribution of these tasks between the central government authorities and the decentralized authorities.\n- Review of the laws amending Act No. 43 of 1979 regarding local administration in order to give localities wider powers appropriate to their role;\nIt is essential to study and deepen the contents of administrative thinking in relation to the governance approach and its relationship with local governance, as this contributes to enhancing the capacity of localities to achieve better performance.\nThis abstract translated by Dar AlMandumah Inc 2018.
