This study aims to find out the practical reality of the planning budgets in charitable organizations in Yemen , as well as identify the most important problems facing organizations especially on side of financial resources development, also aims to identify the actual role of the planning budgets as a tool for optimal utilization of available resources and strengthen the supervision system in charitable organizations , the question here are the organizations interested in the availability of elements success of the planning budgets or not. To achieve the study objectives the researcher using descriptive analytical method, where he prepared a questionnaire in this regard were introduced by a group of experts and specialists to arbitration for reliability and validity test then distributed to the community of the study. The distributed questionnaires were 250, the researcher return 205 questionnaire. The researcher data statistically using the statistical program (SPSS) statistical: The study found many results are: The most important contribution to planning budgets in charitable organizations to exploit their resources well and strengthen the control system has to prepare for the problem of poor financial resources and find appropriate solutions first hand, as well as charitable organizations interested in the components of the success of the planning budgets. The previous results on the study has recommended that charitable organizations and official bodies and those interested in philanthropy, donors and the Association of Chartered Accountants of Yemen and researchers
تهدف هذه الدراسة إلى معرفة الواقع العملي للموازنات التخطيطية في المنظمات الخيرية في اليمن، وكذلك تحديد أهم المشكلات التي تواجهها وخاصة في جانب تنمية الموارد المالية، كما تهدف إلى التعرف على الدور الفعلي للموازنات التخطيطية كأداة للاستغلال الأمثل للموارد المتاحة، وتقوية نظام الرقابة في المنظمات الخيرية، وأيضًا هل تهتم المنظمات الخيرية بتوفير مقومات نجاح الموازنات التخطيطية فيها أم لا؟ ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي التحليلي، حيث قام بإعداد استبانة بهذا الخصوص، وقام بعرضها على مجموعة من الخبراء والمختصين لتحكيمها، واختبار صدقها وثباتها، ثم قام بتوزيعها على مجتمع الدراسة، وبلغت عدد الاستبانات التي وزعها ٢٥٠ استبانة، استرجع الباحث منها ٢٠٥ استبانة. ولمعالجة البيانات إحصائيًا استخدم الباحث برنامج (spss) الإحصائي، وقد توصلت الدراسة إلى العديد من النتائج من أهمها إسهام الموازنات التخطيطية في المنظمات الخيرية في استغلالها لمواردها بشكل جيد، وتقوية نظام الرقابة لديها، والاستعداد لمشكلة ضعف الموارد المالية، وإيجاد الحلول المناسبة لها أولًا بأول، وكذلك تهتم المنظمات الخيرية بمقومات نجاح الموازنات التخطيطية. وقد أوصت الدراسة المنظمات الخيرية والجهات الرسمية والمهتمين بالعمل الخيري والجهات المانحة، وجمعية المحاسبين القانونيين اليمنية، والباحثين بالعديد من التوصيات
