تناولنا في هذا البحث بالدراسة والتحليل تجربة الشرطة اليمنية في مجال إدارة الأزمات الأمنية، التي أصبحت جزءا لا يتجزأ من الواقع المعاش لحياة الإنسان اليمني، بل أصبحت تشكل مصدر قلق لكيانه وأمنه واستقراره. ولعل سبب خطورة هذه الظاهرة؛ أنها تبرز في سياق التغيرات المفاجئة والمتلاحقة للأحداث المؤلمة التي تمر بها الجمهورية اليمنية على كافة الصعد الاجتماعية والاقتصادية والسياسية والأمنية، والتي أثرت في جميع مجالات الحياة، ونتج عنها ضعف في القدرة على تبني نموذج ملائم من اجل مواجهة تلك التغيرات على أسس علمية حديثة، في سياق ذلك، تأتي أهمية هذا البحث في دراسة تجربة الشرطة في مجال إدارة الأزمات، باعتبار الشرطة تمثل خط الدفاع الأول لوقاية المجتمع من المخاطر المحتملة، التي قد تسببها الأزمات، والتي قد تكون من صنع الإنسان أو التي قد تأتي بفعل قوى الطبيعة، ومن هذا المنطلق أصبح من الضروري إلقاء الضوء على مفهوم إدارة الأزمات، بهدف تجاوز تلك الإشكالات والصعوبات، التي تقف حجر عثرة أمام المؤسسة الأمنية، من أجل تقديم أفضل الخدمات في مجال إدارة الأزمات على أسس حديثة، وتجاوز إشكالية التعلم النظري نحو مجالات أرحب للاستفادة منها في التطبيق العملي لمواجهة الأزمات والكوارث، ولتحقيق ذلك، استخدمنا مقاربة علمية تستند إلى العديد من مناهج البحث العلمي والأدوات المنهجية لسبر أغوار الموضوع من جميع جوانبه، وقد توصل هذا البحث للعديد من النتائج العلمية نذكر أهمها في غياب الفرق المتخصصة بإدارة الأزمات الأمنية بالمعنى المتعارف عليه علميا في وزارة الداخلية، وإنما يتم إدارة الأزمات بالطرق التقليدية، لا يوجد اهتمام واضح من قبل المسؤولين بمجال إدارة الأزمات الأمنية، بسبب الجهل بأهمية هذا العلم، وعدم جدواه من وجهة نظرهم، وضعف تأهيل وتدريب ضباط الشرطة بشكل عام في مجال إدارة الأزمات، وقلة الإمكانيات والوسائل المخصصة لإدارة الأزمات الأمنية، ولا يتم استخدام المناهج والأساليب العلمية في إدارة الأزمات الأمنية.
This research deals with the study and analysis of the Yemeni police experience in the field of crisis management and security, which has become an integral part of the realities of Yemeni people lives, but has become a source of concern for Yemeni being, security and stability. The cause of the seriousness of this phenomenon; it stands out in the context of the sudden and successive traumatic events experienced by the Republic of Yemen on all social, economic, political and security levels, changes, and that affected all areas of life, and resulting a weakness in ability to adopt an appropriate model to face such changes on depending on contemporary scientific grounds. The importance of this research in studying the police experience in the field of crisis management, as the police is seen as the first line of defense in prevention community from potential risks that may cause by crises, whether they are man- made, or which may occur by the forces of nature. Based on this, it became necessary to shed a light on the concept of crisis management, in order to overcome such problems and difficulties that stand in front of the security establishment, in order to provide the best services in the field of crisis management based on modern techniques, and overcome the problem of theoretical learning toward a wide areas to take advantage of them when putting them in practice to cope with crises and disasters. To achieve this, we used a scientific approach based on many scientific research methodologies and tools to probe all aspects of the phenomenon, this research has reach many scientific results, as follows like The study found a lack of crisis management specialist center at the Ministry of Interior and also the absence of a job title for that within the organizational structure of the Ministry. There is no specialized teams for managing security crises as conventional scientifically known in the Ministry of Interior, so crises are managed by traditional methods. 4. There is a clear failure in the stakeholders interest in the field of security crisis management due to ignorance of the importance of this science in applied and practical fields, and its usefulness in practical life. Week education and training of all police officers in the field of crisis management. The lack of resources and means allocated to security crisis management. No use of scientific methods and techniques in security crisis management.
