The article aimed to highlight the new national state and citizenship, noting that it is not a citizenship without a citizen and a homeland. The homeland is a geographical place and a social space that are considered stable and valid for the citizen, including its membership, and be the incubator of this citizen. The article showed that there is a lack of affiliation, culture of citizenship, the occurrence of ethnic, religious and ethnic crimes, and terrorist operations. The article included several axes. First, define each of state, Home or Nation, Nation-State, Globalization, and Citizenship. Second, the functions of the national state. Thirdly the citizenship from local to universal. The article noted the growing interest in the global citizenship to the education, explaining its multiple dimensions, including planet issues, conflict management, Identity and citizenship through the openness, rights and responsibilities in the context of globalization, and the power and equality. The article concluded by stressing the role of the modern national state, which is open to its world and planet, to be the infrastructure of citizenship, supporting, stimulating and creating the environment of belonging, and ensuring opportunities for progress.
