المستخلص: The commentators do not exaggerate if they believed that the discipline is a matter included within the nature of each social system. By this description, it is a natural system spreads its authority on any community, whose members seek to achieve particular aims or one loyalty connect them.The successful disciplinary system works on creating a kind of balance between the justice of sanction and the efficiency of management. The employee discipline process for mistakes is not revenge, but it is a legal process aims at assessing the employee, according to the consequences of the mistakes and warning the other employees. In addition, to achieving the balance between the actions of the motivating management and the decisions, which prevent them, in order to achieve the public interest, and maintain the principle of functioning of the public utilities continuously. Disciplining the employees seems to be a necessary step for the administrative reform with taking into consideration the warranties that protect from the exaggeration in applying this sanction. For this, the disciplinary action shall be deemed as the real warranty, which makes the employee protect his work duties and maintain them. If the serious employee is compensated for his commitment by financial and non-financial incentives, it is necessary that the earless employee be punished for his carelessness. The public employee always needs for the sword and the gold.
