المستخلص: The financial crisis, the first signs of which appeared at the end of 2007, was able to shift the attention of politicians, world decision-makers and economists, in addition to all segments of the society, due to its severity, the expansion of its effects and the speed of its transmission between countries. Many economists regarded it to be the most impactful crisis experienced by the world since the great recession of 1929. This recent financial crisis was considered to be as a result of the major failure which the United States of America’s banks experienced in respect to the recovery of property loans or what became known as second-rate mortgages. Despite the size of these loans, they were regarded to be relatively weak in comparison to the total sum of property loans in this country. However, the negative impact was great. The latest crisis was able to cast its shadows upon numerous economies; whether developed or developing, including the Arab states, which were prone to its effects. Consequently, how did the financial crisis impact the economies of the Arab countries? And what were the solutions which these countries resorted to, to reduce the severity of its impact? And what are the possible solutions to avoid crises?

La crise financière qui a déclenché à la fin d’année 2007, pouvait attirer l’attention des responsables politiques et les économistes dans le monde; et même tous les segments de la société à cause de ses impacts.
La crise récente ou la crise des subprime est considérée la plus puissante connue après la crise de la grande dépression de l’année 1929; a cause de la complexité des origines de cette crise que sont des credits subprimes et ses titres pourris qui ont terrassé l’économie mondiale? Quell est l’impact de la crise des subprimes sur les pays arabes?

لقد استطاعت الأزمة المالية التي ظهرت بوادرها في نهاية عام 2007 أن تشد أنظار الساسة وصناع القرار في العالم والاقتصاديين، وكل شرائح المجتمع نظرا لحدتها وتوسع آثارها وسرعة انتقالها بين الدول، حيث اعتبرها الكثير من رجال الاقتصاد أنها تعتبر أقوى أزمة يعرفها العالم بعد أزمة الكساد العظيم سنة 1929، وتعتبر الأزمة المالية الأخيرة كنتيجة للإخفاق الكبير الذي عرفه استرداد الديون الع قارية الممولة من طرف البنوك في الولايات المتحدة الأمريكية والمعروفة بالقروض العقارية من الدرجة الثانية، وعلى الرغم من أن حجم هذه القروض يعتبر ضعيفا نوعا ما نسبة إلى مجموع القروض العقارية الممنوحة في هذا البلد، إلا أن أثرها السلبي كان عظيما. لقد استطاعت الأزمة الراهنة أن تلقي بظلالها على مختلف الاقتصاديات سواء المتقدمة أو النامية، ومنها الدول العربية التي هي الأخرى كانت عرضة لآثارها. فكيف أثرت الأزمة المالية على اقتصاديات الدول العربية؟ وما هي الحلول التي لجأت إليها هذه الدول من أجل التقليل من حدتها؟ وما هي الحلول الممكنة لتفادي الأزمات؟.
