It is the basic foundation of science and modern technology. 2. Reconsider our policies in science and technology. 3. Openness to the creations of the university community in the areas of science and technology. 4. Attempt to gain scientific and technological capacity within the system of science and technology and occupies an important place in the economic and political relations with the Arab flag outside the overall development process.

|a استهدف البحث التعرف على العولمة وأثرها في منظومة العلم والتكنولوجيا، وقد تطرق البحث إلى معرفة، مفهوم العولمة وتعريفاتها وكذلك العولمة والثورة العلمية كما تضمن التكنولوجية منظومة العلم والتكنولوجيا في الاقتصاديات العربية وقد تناول البحث كذلك سياسة العلم والتكنولوجيا العربية ومواجهة العولمة ومنظومة العلوم والتقانة وكذلك منظومة العلوم والتقانة والانتقال الدولي للعلوم والتقانة ويشمل: أ. الجامعات والقوة البشرية المهنية. ب. الاستشارات والتعاقد. ج. التعاون الدولي والإقليمي في البحث والتطوير. د. التقانة ودينامية النمو الاقتصادي. ه. تشجيع الارتباطات المعتمدة خلقياً والمؤسسات الاستشارية والهندسية المحلية. ل. وهندسة الإنشاءات. و. وهندسة الزراعة. نستخلص من أثر العولمة أنها ظاهرة في كل مفاصل الحياة شئنا أم أبينا فهناك أراء سائدة تقول: 1. أنها الركيزة الأساسية للعلم والتكنولوجية الحديثة. 2. إعادة النظر في سياساتنا العلمية والتكنولوجية. 3. الانفتاح على إبداعات المجتمع الجامعي في مجالات العلم والتكنولوجيا. 4. محاولة اكتساب القدرات العلمية والتكنولوجية ضمن منظومة العلم والتكنولوجيا وأن تحتل مكانة مهمة في العلاقات الاقتصادية والسياسية العربية مع العلم الخارجي بعملية التنمية الشاملة.
