المستخلص: عرفت الدولة الإسلامية في مختلف عصورها نظاما محكما للرقابة المالية في مختلف مجالاتها الإدارية والسياسية والقضائية في شتى المجالات التي يتم فيها التعامل مع المال العام إيرادا وإنفاقا، حتى أضحت مسألة ترشيد المال العام عنوانا على كل تصرف أو معاملة مالية تقوم بها الأجهزة الإدارية في الحكومة الإسلامية وبخاصة في عصر الخلفاء الراشدين، فلقد برزت خلال المسار التاريخي لتطور نظام الرقابة المالية في الدولة الإسلامية مجموعة من الأجهزة الإدارية التابعة لسلطة الخليفة أو للسلطة التنفيذية بالمفهوم المعاصر، تضطلع بدور مهم وأساسي في الرقابة على كل داخل وخارج ومتداول من المال العام. من هذه الأجهزة ديوان بيت المال وديوان الزمام وديوان النظر وديوان البريد ونحو ذلك مما سيكون محل دراسة مفصلة في ثنايا هذا البحث.

The Islamic State was a strict system of financial control during different times in different administrative dimensions, political and judicial to different areas in which they are struggling with money income and expenditure, until the business rationalization of public money becomes a title on the sale of all or a financial transaction carried out by administrative bodies of the Islamic government; especially at the time of the Caliphs. It emerged during the historical development of financial control system of the Islamic state, a set of administrative bodies of the authority of the caliph or the executive authority contemporary concept. They played an important and essential role in the control contained, spent and trading of public money. Among these organs finance was Diwan Bayt Elmal, Diwane zimam, Diwane nadhar, Diwane elbarid ... ect, which will be contained in a detailed study in this research

L'Etat islamique a connu un système strict de contrôle financier pendant les différentes époques, dans les différentes dimensions administrative, politique et judiciaire aux différents domains dans lesquels ils sont aux prises avec des revenus de l'argent et des dépenses publiques, jusqu’à ce que l’affaire de rationalisation de l'argent public devient un titre sur la cession de tout ou d'une transaction financière réalisée par des organes administratifs du gouvernement islamique, en particulier à l'époque des califes. Il a émergé au cours de l'évolution historique du système de contrôle financier de l'État islamique, un ensemble des organes administratifs de l'autorité du calife ou l'autorité exécutive ‘concept contemporain’, qui a joué un rôle important et essential dans le contrôle du contenu dépensé et de négoce de l'argent public. Parmi ces organes des finances on a diwane bayte elmal, diwane zimam, diwane nadhar, diwane elbarid …ect, qui sont le contenu d'une étude détaillée à cette recherche.
