المستخلص: The main concern of this study is to explore ways of developing small and medium enterprises in Algeria, as an important strategic choice in promoting the overall process of economic and social development. Indeed, they are considered as an important factor in the increase of production capacity on the one hand and in their contribution to solving the problem of unemployment on the other. For that, this work is based on the case study of the pioneering experiences of Japan and India in the development of small and medium-sized enterprises in order to profit by transferring the benefits to the national economy, and on the situation of these companies in Algeria by examining statistical and graphical analyzes According to outcomes of the study, it seems that for the success of the Algerian experience in the development of its institutions, it is imperative, for the promotion of this sector, to develop an integrated strategy taking advantage of these experiences.

L’objectif de cette étude est d’étudier les moyens de développement des petites et moyennes entreprises en Algérie, qui constituent un choix stratégique important dans le processus de développement économique et social. En effet, elles représentent un facteur important dans l’augmentation de la capacité de production d’une part, et dans leur contribution à la résolution du problème du chômage d’autre part. Pour cela, ce travail s’est basé sur l’étude de cas des experiences pionnières du Japon et de l’Inde dans le développement des petites et moyennes entreprises, afin d’en tirer profit en transférant les avantages à l'économie nationale, et sur la situation de ces entreprises en Algérie par l’examen de données statistiques et d’analyses graphiques. Les résultats de l’étude, montrent que, pour la réussite de l'expérience algérienne dans le développement de ses institutions, il est impératif, pour la promotion de ce secteur, d'élaborer une stratégie complète tirant profit de ces expériences.

تهدف هذه الدراسة إلى إلقاء الضوء على سبل تطوير المؤسسات الصغيرة والمتوسطة في الجزائر، باعتبارها خيارا استراتيجيا هاما في عملية التنمية الاقتصادية والاجتماعي، حيث تمثل منطلقا أساسا لزيادة الطاقة الإنتاجية من جهة، والمساهمة في معالجة مشكلة البطالة من جهة أخرى. لذلك تم الاعتماد على دراسة حالة تجربتي اليابان والهند الرائدتين في مجال تطوير وتنمية المؤسسات الصغيرة والمتوسطة بغية الاستفادة منهما ونقل مميزاتهما إلى الاقتصاد الوطني، بالإضافة إلى دراسة واقع هذه المؤسسات في الجزائر باستعراض بعض الإحصائيات والتحليلات البيانية. وحسب نتائج الدراسة تبين أنه لكي تنجح التجربة الجزائرية في تطوير مؤسساتها، يتحتم وضع استراتيجية متكاملة بالاستفادة من التجارب الرائدة للنهوض بهذا القطاع.
