هدفت الدراسة إلى معرفة مدى انتشار ظاهرة الفقر في المجتمع الفلسطيني وخصوصا قطاع غزة لما يعانيه من حروب متتالية وحصار مفروض عليه. وكذلك غياب الأمن الاجتماعي وتأثيره على النواحي الملوكية والأخلاقية والفكرية والتعليمية والاجتماعية والصحية لدى الأسر الفلسطينية. ومدى معرفة الطرق والوسائل لمواجهة الفقر والمحافظة على الأمن الاجتماعي للأسر الفلسطينية. ووضع حلول مقترحة للحد من هذه الظاهرة. كما وتوضح الدراسة في فرضياتها غياب الأمن الاجتماعي للأسر الفلسطينية وأثر الفقر عليه وعلى المستوى التعليمي الاجتماعي والصحي للأسر الفلسطينية، والطرق والوسائل لمواجهة الفقر والمحافظة على الأمن الاجتماعي للأسر الفلسطينية. الدراسة اعتمدت على المنهج الوصفي التحليلي لإجراء الدراسة وعلى البيانات الأولية التي تم جمعها عن طريق اللقاءات الشخصية مع الخبراء والمختصين في المؤسسات الاجتماعية ذات الصلة ومن الاستبانة كأداة رئيسة لجمع المعلومات مع الفئة المستهدفة ومن البيانات الثانوية التي تم جمعها من الكتب والدوريات والأوراق العلمية ذات الصلة. خلصت الدراسة إلى وجود فروق ذات دلالة إحصائية بين متوسطات استجابات المبحوثين حول تأثير الفقر على الأمن الاجتماعي للأسر الفلسطينية تعزى إلى (مكان السكن، الدخل الشهري) كما تبين أن الفقر له أثر سلبي على الأمن الاجتماعي للأسر الفلسطينية بدرجة عالية كما يؤثر بشكل سلبي على العلاقات الاجتماعية والأسرية وعلى الأمن التعليمي والصحي والنفسي والاجتماعي على الأسر الفقيرة. وتبين أن المؤسسات الاجتماعية تلعب دور مهما في مكافحة الفقر من خلال تقديمها للمساعدات العينية مثل فتح مشاريع صغيرة للحد من الفقر. وأوصت الدراسة بضرورة وضع استراتيجية وسياسة اجتماعية عامة وخطط تنفيذية للمؤسسات الاجتماعية من خلال توفير التكافل والضمان الاجتماعي للفقراء، وضرورة العمل على تقديم المساعدات العينية. وتوفير التأمين الصحي والنفسي للمرضى الفقراء وتوفير حق التعلم والعمل على خطط وبرامج توعوية في المجال الأمني والفكري من قبل المؤسسات الحكومية والأمنية لوقاية الفقراء من الانحراف الملوكي. وضرورة قيام علاقة قوية ووثيقة بين الأجهزة الأمنية والأسرة والمجتمع مما يدعم مفهوم الأمن الشامل والانتماء والولاء والمسؤولية.
The Study aims at the following: First, to know to what extent the poverty is widespread in Palestinian society, especially in Gaza, because of the consecutive wars, the blockade and the absence of social security which affects the behavioral, moral and intellectual aspects of Palestinian families. Second, to know the impact of poverty on educational, social and health aspects of Palestinians families. Finally, to determine the possible ways or solutions to reduce poverty and to preserve the social security. The study hypothesizes the absence of the social security and how it is affected by the poverty and the impact of poverty on the social, educational and health level of Palestinian families. The study used the descriptive analytical method .For data collection ,the study used interviews with experts and specialists in the relevant social institutions, the literature review and a questionnaire as a key tool. The study concluded that there are statistically significant differences between the average participants’ responses about how poverty affects the social security of Palestinian families are that attributable to the place of residence and the monthly income. Second, the poverty negatively affects on social and family relations and educational, health, physiological and social security. It also leads to intellectual deviation within a family The study recommended the following: First, the study insist on the importance of setting a strategic and general policy and executive plans for the work of social intuitions and to enable them to provide solidarity, social security and in-kind assistance to the poor. Second, the importance of providing the poor with a medical and psychological insurance. Third, to provide the poor with their rights to learn, and to work on government plans and security institutions to keep the poor from behavioral deviation, finally the study insists on the importance of close bilateral, relationship between the security apparatus, family and society, which might enhance the concept of comprehensive security, sense of belonging, loyalty and responsibility.
