The debts provided by the governments of the North side of the world and the international and private financial institutions for the governments of South has often led to economic and financial crises that have exacerbated the obstacles to development, and the accumulation of external debts. The liberal globalization that has been in place for some 20 years has not been in the interest of the South, it only serves the interests of the North, by increasing inequalities between the two parts of the world according to the logic of imposition and control; creditors have not ceased to assert their dominant position. Africa has for decades been looking for a plan to progress has found itself in deep debts. The debts which were intended as a means of development, have become a tool exploited by developed countries. In the end, we find systematic depletion of its wealth and the deliberate diversion of its capital, in return for a catastrophic failure of all initiatives from different parties. The method of selective development that developed countries are trying to impose has been ineffective for African countries, and this is what this research aims to reveal in order to create a new horizon for African decision makers.
