المستخلص: The article analyzes the phenomenon of the political resignation of the Algerian citizen and the transformation of political participation into a mechanism for achieving social promotion at the expense of fair political struggle and the defense of political projects. Hence, it aims to analyze the main factors that contributed to the spread of the phenomenon of political resignation, starting from the nature of the political upbringing it receives, which carries some disruptive values of political participation, in addition to the fragility of political space, the weakness of political parties, and the disruption of the mechanisms of peaceful deliberation on power by reproducing the political system for itself with instruments that fluctuate between soft and exclusionary, the increasing frequency and intensity of protest movements, which are gradually becoming an alternative to political participation, given the inability of civil society frameworks to imposing their presence as a link between ruling elites and different social groups. Hence, the article came as an attempt to keep pace with the accelerated movement of Algerian society outside the framework of official institutions, which raises more than a question about how to fill the vacuum caused by the resignation of large categories of Algerian citizen because the stability of societies inevitably passes through the balanced functioning of their functional institutions, primarily political institutions.

Cet article analyse le phénomène de démission de la participation politique du citoyen et la transformation de celle-ci en une méthode de développer un mécanisme pour réaliser la promotion sociale équitable au lieu de défendre les projets politiques pour le bien du payer, et pour cela on doit analyser les principaux facteurs qui ont contribué à la propagation du phénomène de démission politique .en passant par la nature de l'éducation politique que reçoit le citoyens depuis son enfance, et qui détient quelques-unes des es valeurs qui encourage pas la participation politique, ainsi que la fragilité de l'espace politique et la faiblesse des partis politiques qui perturbe le transfert pacifique du pouvoir par les mécanismes du système politique pour reproduire le système politique sans donner chance a la possibilité du changement. Sans oublier l'intensité croissante des mouvements de protestation qui se transforme progressivement en une alternative à la participation politique, à cause de l'incapacité des cadres de la société civile pour imposer sa présence comme un pont entre les élites dirigeantes et les différents groupes sociaux.

يتعرض المقال بالتحليل لظاهرة الاستقالة السياسية للمواطن الجزائري وتحويل المشاركة السياسية على ضالتها إلى آلية لتحقيق الترقية الاجتماعية على حساب النضال السياسي النزيه والدفاع عن المشاريع السياسية، ومن تم يهدف إلى تحليل العوامل الرئيسية التي ساهمت في انتشار ظاهرة الاستقالة السياسية ابتداء من طبيعة التنشئة السياسية التي يتلقاها والتي تحمل بعض القيم المعطلة للمشاركة السياسية بالإضافة لهشاشة الفضاء السياسي وضعف الأحزاب السياسية وتعطل آليات التداول السلمي على السلطة بفعل إعادة إنتاج النظام السياسي لنفسه بأدوات تتأرجح بين الناعمة والإقصائية. مرورا على تزايد وتيرة وكثافة الحركات الاحتجاجية التي تتحول تدريجيا إلى بديل للمشاركة السياسية، في ظل عدم قدرة أطر المجتمع المدني على فرض حضورها كهمزة وصل ما بين النخب الحاكمة ومختلف الفئات الاجتماعية. ومن هنا جاء المقال كمحاولة لمسايرة حراك المجتمع الجزائري المتسارع خارج إطار المؤسسات الرسمية مما يطرح أكثر من تساؤل حول كيفية سد الفراغ الذي تتسبب فيه استقالة فئات واسعة من المواطنين الجزائريين. لأن استقرار المجتمعات يمر حتما عبر توازن أداء مؤسساتها الوظيفية، وعلى رأسها المؤسسات السياسية.
