المستخلص: هذه الدراسة هي محاولة لمعرفة واقع تنمية مجموعات مصادر المعلومات الإلكترونية بالمكتبات الجامعية الجزائرية من جهة وتطلعاتها المستقبلية لتطوير سياسة تنمية هذه المجموعات بشكل بخدم وبدعم البحث العلمي من جهة ثانية، وهي تهدف إلي التعرف على تأثير طبيعة وحجم مجموعات مصادر المعلومات الإلكترونية على خدمات المعلومات التي تقدمها هذه المكتبات الجامعية لجمهور مستفيديها، والتعرف على الإجراءات والخطوات التي تتم وفقها عملية تنمية مجموعات مصادر المعلومات الإلكترونية بالمكتبات الجامعية، كما تهدف أيضا إلي تلمس مدي نجاعة الأساليب المستخدمة حاليا في هذه العملية وإبراز مدي توافق مجموعات مصادر المعلومات الإلكترونية بالمكتبات الجامعية مع الاحتياجات البحثية والعلمية للمستفيدين المترددين عليها، وللوقوف على حيثيات موضوع تنمية مجموعات مصادر المعلومات الإلكترونية بالمكتبات الجامعية كان لزاما علينا أن نعالجه اعتمادا على منهج علمي مناسب ألا وهو المنهج الوصفي وقاعدة عملية تقوم على أساسين نظري وميداني بمجموع خمسة فصول، بدء بتحديد الإطار المنهجي للدراسة في الفصل الأول يليه الإطار النظري لها في ثلاثة فصول خصص الفصل الثاني للحديث عن ماهية مصادر المعلومات الإلكترونية وأهميتها، وتطرق الفصل الثالث إلي مجموعات المكتبات وتنميتها في البيئة الإلكترونية، بينما كان الحديث عن المكتبات الجامعية والبيئة الإلكترونية في الفصل الرابع من الدراسة، ليأتي بعدها الفصل الخامس منها ليستعرض بالتحليل والمعالجة تفاصيل الإطار الميداني للموضوع من خلال التطرق إلي واقع تنمية مجموعات مصادر المعلومات الإلكترونية بمكتبات جامعات الشرق الجزائري وسبل تطويره، معتمدين فيه على الاستبانة كأداة أساسية لجمع البيانات اللازمة، أين وزعت على عينة من المحافظين ورؤساء المصالح العاملين بالمكتبات المركزية لعينة من جامعات الشرق الجزائري وقد قدرت ب 28 فردا، ما ساعدنا على جمع معطيات قيمة وذات دلالة حول الموضوع، وعلى تحليلها بناء على فرضيات البحث المطروحة، الأمر الذي مكننا من معرفة ما يتطلبه بناء وتنمية مجموعات لمصادر المعلومات الإلكترونية من إعداد خطة موحدة من شأنها تدعيم جهود المكتبات الجامعية الجزائرية في مسايرة التطورات الحاصلة في مجال المعلومات من ناحية وفي خدمة المستفيدين من ناحية ثانية، كما أن هذه الدراسة تقدم تحليلات مصحوبة ببعض المقترحات التي من شأنها توضيح المنهجية العلمية السليمة لتحديث خطة تنمية مجموعات المصادر الإلكترونية من حيث الصياغة وأيضا المعايير المطلوب الاستناد عليها في كل إجراءاتها ومراحلها.

This study attempts to identify, on the one hand, the real situation of the development of electronic information resource collections within the Algerian university libraries, and on the other hand, their aspiration for the perspective of establishing a policy for developing these collections in order to promote and reinforce scientific research. This study tries not only to identify the type of impacts that these specific supports may have on the information services offered by university libraries to their users, but also to show the procedures and steps followed in the development process of these collections. We intend to highlight the degree of correlation existing between these collections within the university libraries on the one side, and the scientific and research needs of users who frequent these documentary institutions on the other side. To treat the subject related to these electronic resources in the university libraries adequately, we have adopted the descriptive approach and subdivided our work into two aspects: the first one is theoretical and the second one is practical. Our research consists of five chapters. The first chapter dealing with the methodological frame is followed by three theoretical chapters that underline successively the definition of electronic information resources and their importance, then the grouping of libraries and the development of these collections in the electronic environment, and just after, a global view on university libraries in the electronic era. The last and fifth chapter deals with a survey led on a sample of university libraries situated in the East of Algeria showing the way these typical collections are managed, and the perspectives for the development of these modern information supports. We used the questionnaire as an instrument for collecting data. We administered it to chief librarians and heads of services in central libraries in the universities used as a sample. 28 professionals responded to our questionnaire. Significant data were collected around our research topic. We were able to analyze these data in order to test our research hypotheses and evaluate them. We gathered the necessary elements for establishing and developing collections of electronic information resources, that is to say, the frame for a unified and collaborative plan in order to reinforce the efforts of the Algerian university libraries, so that they can cope with the progress achieved in the field of information respecting at the same time the users needs and interests. We think that our analysis accompanied by suggestions can clarify our simplified scientific vision that may update the developmental plan for these modern collections in terms of formulation and respect of standards when setting up the different steps of this plan.
