المستخلص: Secteur des petites et moyennes Entrepris quelques pôles majeurs de développement économique, et la source de vital et essentiel pour mettre à niveau les exportations en dehors du secteur des hydrocarbures. C'est l'outil d'instruments économiques qui contribuent à la relance de l'économie nationale, élargir et d'augmenter les capacités de production, la diversité économique, la création de richesses et la création d'emplois. En d'autres termes, le secteur des petites et moyennes entreprises contribue à la création d'équilibres économiques et sociaux en tant que base pour le développement économique et complet. L'Algérie a reconnu l'importance et le statut des petites et moyennes entreprises dans l'économie et donc pris l'initiative de prendre une série de réformes, qui visent toutes à améliorer et à soutenir les investissements dans le secteur des petites et moyennes entreprises.

يعتبر قطاع المؤسسات الصغيرة والمتوسطة أحد أهم أقطاب التنمية الاقتصادية، ومصدر حيوي وأساسي لترقية الصادرات خارج قطاع المحروقات، فهو أداة من الأدوات الاقتصادية التي تساهم في إنعاش الاقتصاد الوطني، بتوسيع وزيادة القدرات الإنتاجية، تحقيق التنوع الاقتصادي، خلق الثروات، وتوفير فرص العمل. وبعبارة أخرى فان قطاع المؤسسات الصغيرة والمتوسطة يساهم في خلق التوازنات الاقتصادية والاجتماعية كأساس لتحقيق تنمية اقتصادية شاملة. وقد أدركت الجزائر أهمية ومكانة المؤسسات الصغيرة والمتوسطة في اقتصادها ولهذا بادرت باتخاذ سلسلة من الإصلاحات، تهدف كلها إلى ترقية الاستثمار ودعمه في قطاع المؤسسات الصغيرة والمتوسطة من خلال تسطيرها كأولوية في سياسة الإنعاش الاقتصادي للفترة 2000-2014، وتوفير الدعم المالي والمرافقة الميدانية لأصحاب المشاريع من أجل إنجاحها كخيار تنموي بديل للصناعات الثقيلة العمومية.

The small and medium enterprises sector is one of the most important poles of economic development and an essential source for promoting exports outside the hydrocarbon sector. It is one economic tool that contributes to reviving the national economy by expanding and increasing production capacities, achieving economic diversification, creating wealth, and providing job opportunities. In other words, the small and medium enterprises sector contributes to creating economic and social balances as a basis for achieving comprehensive economic development. Algeria has realized the importance and position of small and medium enterprises in its economy. For this reason, it has initiated a series of reforms, all aimed at promoting and supporting investment in the sector of small and medium enterprises by underlining it as a priority in the economic recovery policy for the period 2000-2014, providing financial support and field facilities to project owners in order to make them successful as an alternative development option for heavy public industries.
