المستخلص: هدفت هذه الدراسة لمعرفة مفهوم التنمية المستدامة وفق بيئة عدم التأكد، والتعرف على اثر بيئة عدم التأكد في تحقيق التنمية المستدامة، وعلى مدى تطبيق التنمية المستدامة في فلسطين في بيئة عدم التأكد نتيجة الموجات السياسية التي تضرب بفلسطين، ومعرفة دور المؤسسات الأهلية في تحقيق التنمية المستدامة، كما هدفت الدراسة إلى البحت في المعيقات التي تواجه تحقيق التنمية المستدامة فيها، ومعرفة السبل والإجراءات الواجب تبنيها لتجاوز هذه المعيقات، وقد استخدم الباحث المنهج التاريخي التحليلي معتمدا على الأدبيات والدراسات ذات الصلة، والمقابلات الشخصية، وقدمت الدراسة عدة توصيات كان من بينها العمل على تعزيز دور الجمعيات الخيرية في دعم الحكومة الفلسطينية، والقطاعات التنموية المختلفة، ومواجهة حالة الضعف التنموي الاقتصادي والاجتماعي والبيئي التي يسببها الاحتلال على حد سواء، وتدعيم الفكر التنموي لدى الجمعيات الخيرية ليكون على المستوى المطلوب منها جماهيريا، وتوجيهه ليكون قادرا على بناء مجتمع سوي تنمويا له القدرة على توجيه أجندة بناء الدولة الفلسطينية المستقلة اقتصاديا واجتماعيا وبيئيا، مع ضرورة إبعاد الجمعيات الخيرية عن ظاهرة التسييس والتقطيب للتنمية، كما أوصت الدراسة بضرورة البحت عن طرق واستراتيجيات لاستدامة عمل الجمعيات الخيرية مع استمرار تراجع تمويل المانحين وحجز عائدات الضرائب، مع ضرورة نشر الوعي لدى المجتمع المحلي عن الدور الحقيقي والجوهري للجمعيات الخيرية في خدمة المجتمع وتعزيز الوازع الوطني لدى الفلسطينيين للتعامل مع مثل هذه الجمعيات.

The study aimed at the identification of the concept of permanent development in the instable environment, to identify the effect of the instable environment in achieving permanent development in addition to the extent of the implementation of permanent development in the instable environment like Palestine as a result of the political upheavals that Palestine undergoes and to explore the role of national institutions in achieving permanent development. Finally the study addresses the obstacles that hinder the efforts of achieving permanent development with the aim to know the chief means and methods through which those obstacles can be worked out. The researcher adopted the historical analytical approach depending on literature review, related studies and personal interviews. The study came up with different recommendations including sparing no efforts to enhance the role of charitable societies in supporting the Palestinian government, different developmental sectors, facing the state of weak economical, social and environmental development as a result of the occupation. The study also recommended to support developmental thinking of charitable societies to meet citizens demands and to direct such thought to be able to build up a capable society which is able to guide the agenda of establishing the independent state of Palestine in the economical, social and environmental levels. The necessities to prevent charitable societies from getting involved in the politicization of development, the study also recommend to search for suitable means and strategies for granting continuous work of charitable societies amid the decline of donators and seizing tax revenues. The importance of educating the local society of the basic role of charitable societies in serving society and in enhancing the Palestinian national spirit while dealing with similar societies.
