المستخلص: Le phénomène du terrorismeest devenuune menace réelle qui touche tous les pays du globe, et chaque individu dans tous les pays du monde, sur tout après les attaques terroristes contre les Etats Unis le 11 Septembre 2001, et la naissance des organisations terroristes internationales comme "DAECH" et autre. Pour protégé la communauté international,il faudraitélaborer plusieurs traités internationaux contre le terrorisme, surtout contre les actes terroristes futures, et élargir le dispositif judiciaire et inclure les actes de terrorisme parmi les crimes internationaux et dans le statut de la cour pénale internationale.

إن ظاهرة الإرهاب هي ظاهرة خطيرة تفشت في الآونة الأخيرة، خاصة مع ما تشهده أغلب الدول العربية، لكنها لم تعد محلية أو إقليمية بل أصبحت عالمية، خاصة بعد الهجمات التي تعرضت لها الولايات المتحدة الأمريكية في 11 سبتمبر 2001، والتي أعلنت بعدها عن ضرورة مواجهة خطر الإرهاب الذي أصبح يهدد السلم والأمن الدوليين. وقد تم التأكيد على ذلك بعد ظهور حركات إرهابية جديدة مثل "تنظيم داعش" أو ما يسمى "الدولة الإسلامية للعراق والشام"، وغيرها من التنظيمات التي باتت تهدد العالم بأسره، لذلك لابد من توضيح مفهوم الإرهاب عن طريق إيجاد تعريف موحد له، إلى جانب تحديد الأفعال المكونة لهذه الجريمة، مع ضرورة تكثيف وتوحيد الجهود الدولية من طرف الدول والمنظمات الدولية المختلفة لإيجاد وسائل لقمع جريمة الإرهاب الدولي.

The phenomenon of terrorism is a dangerous phenomenon that has spread recently, especially with what most Arab countries are witnessing, but it is no longer local or regional but rather has become global, especially after the attacks on the United States of America on September 11, 2001, after which it announced the need to confront the danger of the terrorism, which has become a threat to international peace and security. This has been emphasized after the emergence of new terrorist movements such as “ISIS” or the so-called “Islamic State of Iraq and the Levant,” and other organizations that threaten the entire world, so it is necessary to clarify the concept of terrorism by finding a unified definition of it, in addition to specifying the actions constituting this crime, with the need to intensify and unify international efforts by states and various international organizations to find ways to suppress the crime of international terrorism.
