المستخلص: Governments and researchers are increasingly interested in the issue of small and medium-sized enterprises in recognition of their central and fundamental role, especially in relation to economic development and the resulting strategies, policies, and measures taken to ensure dis role. dis interest is not confined to developed countries, but extends beyond that to developing countries, especially as they are constantly looking to find appropriate economic and legal formulas to activate the role of these institutions so that they can play their role as essential steps to achieve development plans and programs, which requires us to describe the most important milestones they has passed and the legal framework that accompanied them, thus demonstrating the increasing importance that the public authorities attach to the growth and development of the role of the sector in national economic activity.\nThis abstract translated by Dar AlMandumah Inc. 2018

يزداد بإطراد اهتمام الحكومات والباحثين بموضوع المشروعات الصغيرة والمتوسطة اعترافا وإدراكا لدورها المحوري والأساسي خاصة لعلاقته بالتنمية الاقتصادية وما يترتب عن ذلك من استراتيجيات وسياسات وإجراءات يتم اتخاذها لتأمين هذا الدور، ولا ينحصر هذا الاهتمام في البلدان المتطورة، بل يتعدى ذلك ليشمل الدول السائرة في النمو، خاصة وأنها تبحث بشكل مستمر على إيجاد الصيغ الاقتصادية والقانونية المناسبة لتفعيل وتنشيط دور هذه المؤسسات حتى تلعب الدور المنوط بها كخطوات أساسية لتحقيق المخططات والبرامج التنموية، مما يقتضي منا بيان أهم المحطات التي مرت بها، والإطار القانوني الذي رافقها، وبالتالي إظهار الأهمية المتزايدة التي توليها السلطات العمومية لتنمية وتطوير دور القطاع في النشاط الاقتصادي الوطني.

Les gouvernements et les chercheurs sont les plus intéressés de l'importance des petites et moyennes entreprises dans la reconnaissance de leur rôle central, particulier en ce qui concerne le développement économique et les stratégies, politiques et mesures adoptées pour assurer ce rôle, non seulement pour les pays développés, mais aussi pour les pays en développement. Trouver les formules économiques et juridiques appropriées pour activer et activer le rôle de ces institutions afin de jouer le rôle qui leur est assigné comme étapes essentielles pour atteindre les plans et programmes de développement, ce qui nous oblige à indiquer les stations les plus importantes et le cadre juridique qui les accompagne. L'importance croissante accordée par les pouvoirs publics au développement du rôle du secteur dans l'activité économique nationale.
