المستخلص: على الرغم من الإمكانيات الاقتصادية والديموغرافية التي يمتلكها المجتمع الليبي لا إن مسالة إشراك وإدماج الشباب لا تزال متوقفة لا في مشروع الصراع والعنف، فمشروع تنمية الشباب يحتاج إلى جهود كبيرة، فاليوم هناك صعوبات كبيرة تواجه عملية اشتراك وتمكين وإدماج الشباب، ومنها عدم الأنصاف والاستبعاد الاجتماعي والمهني فيسوق العمل الهش الذي أصبح السمة الغالبة لسوق العمل في ليبيا حيث كان للشباب دورا كبيرا في أحداث التغيير ولكنهم عجزوا عن تأمين دورا إيجابيا لهم أو مسارات لحوار والاشتراك. تهدف هذه الورقة إلى عرض وتحليل للوضع المجتمعي حول مشاركة الشباب في الحياة السياسية والمدنية، وتقديم صورة أوضح عن الفرص والتحديات للمشاركة السياسية والمدنية، وتقديم صورة أوضح عن الفرص والتحديات للمشاركة الإيجابية الكاملة للشباب في عمر 15-34. وتحول وضع إجابات مقنعة لمجموعة من الأسئلة التي تؤطرها وهي: - ما هي لواقع الفعلي لمشاركة كالشباب في الليبي في هذه المرحلة الانتقالية؟ - إلى أي مدي تلبي وتستجيب الأطر التشريعية لما بعد 2011 لمطالب الشباب ومشاركتهم؟ - ما هي أهم التحديات التي تواجه عمليات أشراك الشباب في سياقها الثقافي ولاجتماعي؟ - ماهي أبعاد المشاركة ومستوياتها؟ ومجالاتها المختلفة؟ ولتحقيق ذلك اعتمدنا على منهجية متعددة الاتجاهات في جمع البيانات المتاحة والمتمثلة في التقارير والدراسات والاستطلاعات على المستوي المحلي والإقليمي للتعرف على الوضع الفعلي للمشاركة المجتمعية ورؤى الشباب حول أهم قضايا المشاركة في ليبيا.

Despite the economic and demographic potential of the Libyan society, the issue of the involvement and integration of youth is still stalled, except in the project of conflict and violence. The Youth Development Project needs great efforts. Today there are great difficulties facing the process of involving, empowering and integrating young people, including inequality and social and professional exclusion in the safe labor market. In addition to the fragile labor market which has become a dominant feature of the labor market in Libya, where young people played a major role in bringing change but they failed to secure a positive role for them or paths of dialogue and engagement. The aim of this paper is to present and analyze the societal situation of youth participation in political and civic life, and to provide a clearer picture of opportunities and challenges for the full positive participation of young people who are aged between 15-34. Furthermore, it tries to develop convincing answers to a set of questions that frame it; these questions are: • What is the actual reality of Libyan youth participation in this transition period? • To what extent the legislative frameworks, after 2011, meet and respond to young people's demands and participation? • What are the most important challenges which facing the involvement of young people in its cultural and social context? • What are the dimensions' and levels' of participation? And what are its different areas? To achieve this, we have adopted a multi-directional approach to the collection of available data; including reports, studies and surveys at the local and regional levels, to know the actual situation of societal participation and youth's perspectives on the most important issues of participation in Libya.
