المستخلص: تحاول الدراسة الحالية استطلاع آراء الناس في مدينة كربلاء، ووجهات نظرهم بشأن مشكلة التلوث البصري، وتهدف أيضا لتقصي مظاهر التلوث البصري الموجودة في المدينة، وقياس مدى إدراك السكان لهذه المشكلة، وتحديد حجمها، ومدى خطورتها، وتوفير بعض البيانات التي يمكن أن تفيد في عملية تقييم المشكلة. تم ذلك عبر أسلوب مسحي بتوزيع 1300 استمارة استبانة على عينة عشوائية من عامة السكان في منطقة الدراسة خلال العام 2016. كما تم توزيع 100 استمارة على عينة متخصصة من كلية الهندسة، لأغراض المقارنة، فضلا عن عمل 200 استمارة خاصة بالسياح الزائرين المتحصلة، تبين أن الغالبية الساحقة من المستجوبين قلقين إزاء هذه المشكلة، ويعتقدون أنها تسبب إزعاجا لهم، ويرون أن صورة مدينة كربلاء أضحت مشوهة وغير جميلة، وأن لذلك بعض الضرر على صحتهم العامة، فضلا عن تدهور البيئة الحضرية في المدينة.
وبالرغم من أن سكان المدينة ينتقدون الإهمال الحكومي لعدم العناية بالمدينة ويشيرون إلى وجود تقصير واضح في عمل الجهاز البلدي، لغياب القوانين والضوابط البلدية في تنظيم المدينة، فأنهم في الوقت ذاته يقرون بدور الجهل واللامبالاة لدى السكان وقلة الوعي البيئي في كونه من أظهر الأسباب أيضا لحدوث المشكلة واستمرارها. ولعل تطبيق القوانين والضوابط على شرائح المجتمع كافة، وتفعيل مبدأ فرض الغرامات على المخالفين والمتسببين بالتلوث البصري هما الطريقة المثلى لمواجهة مشكلة التلوث البصري والحد من تأثيرها ونموها.

The current study attempts to survey the opinions of people in Karbala and their points of view concerning the problem of visual pollution. It also aims to investigate the manifestations of visual pollution in the city, measure the extent to which the population perceives the problem, to determine its size and severity, and to provide some data that can be useful to assess the problem. This was done via the survey method by distributing 1300 questionnaires to a random sample of the general population in the study area during 2016. That was in addition to 100 forms which were distributed to a specialized sample from the Faculty of Engineering for comparison purposes, as well as 200 forms allocated specifically to visiting tourists. It results revealed that the overwhelming majority of those surveyed are concerned about this problem and believe that it disturbs them. They see that the image of Karbala has become distorted and not beautiful and that there is some damage to their overall health, in addition to the deterioration of the urban environment in the city.
Although the residents of the city criticize the government's negligence for not caring for the city and point out that there is a clear failure in the functioning of the municipal machinery, due to the absence of municipal laws and regulations in relation to the city’s organization, they acknowledge, at the same time, the role of ignorance and indifference among the population and the lack of environmental awareness as being one of the most apparent reasons, as well, for the occurrence of the problem and for its continuation. It may be that the application of laws and regulations upon all segments of society and the activation of the principle of imposing fines on violators and those who cause visual pollution are the best ways to confront the problem of visual pollution and reduce its impact and growth.
