This thesis investigates time delays in government building projects from the perspective of the different parties involved in project execution (contractors, consultants, and owners) and analyzes the factors that lead to project delays. This research will enlighten project owners and construction professionals and act as a handbook by offering practical recommendations for better control of budget and time constraints during project execution. A statistical analysis was conducted on a survey of the different parties involved in projects to identify the most significant causes of construction project delays. The survey established that the top reason for delays, according to contractors, is financial difficulties faced by contractors. According to consultants, slow decision making by consultants is the top reason for project delays; owners consider that variation orders by owners is the top reason for project delays, and project and external factors indicate that a shortage of manpower is the top reason for delays. Finally, design teams consider that mistakes and discrepancies in design documents are the top reasons for delay in government building projects.
