المستخلص: In 1995, Algeria adopted a different economic policy in the area of water resources, the results of which were reflected in the shift towards the activation of participatory management methods in the field and the independence of public institutions responsible for the management of water and sanitation services, in respect to them being public institutions of an industrial nature. It is one of the largest public economic institutions in Algeria, which, on the basis of the amended and completed Water Law No. 12-05, entered into strategic partnerships wif the private sector to use it's technical expertise in the operation of the water facility, the results of which has resulted in an exemplary experience in the field of the partnership between the public and private sectors as an TEMPeffective mechanism for modernizing and developing the performance of the economic enterprise in Algeria and it's internationalization.\nThis abstract translated by Dar AlMandumah Inc. 2018

En 1995 l’Algérie est entrée dans la phase d’ouverture et de libéralisation dans le domaine des ressources en eau, elle a adopté une politique économique différente, Leurs résultats se sont traduits par le passage d’activation des méthodes de gestion participatives sur le terrain, et l’indépendance des institutions publiques chargé pour gérer le service public de l’eau et de l’assainissement, en tant que des organismes publiques à caractère industriel et commercial, qui est l’une des plus grandes institutions économiques publiques en Algérie, qui était basé sur la loi de l’eau n° 05-12, modifiée et complétée et S’engager dans des partenariats stratégiques avec le secteur privé, pour utiliser leur expertise technique à l’exploitation du service public de l’eau ,et pour bénéficier de ses capacités matérielles et techniques dans la mise en place des grand infrastractures hydraulique, Qui sont était réalisé et qui donne un bonne modèle dans le domaine du partenariat public-privé, efficace pour moderniser et développer la performance de l’institution économique en Algérie, et l’internationalisation.

بدخول الجزائر مرحلة الانفتاح والتحرر سنة 1995، تبنت في مجال الموارد المائية سياسة اقتصادية مختلفة، ظهرت نتائجها بالتحول نحو تفعيل أساليب التسيير التشاركي في المجال، واستقلال المؤسسات العمومية المكلفة بتسيير خدمات المياه والتطهير باعتبارها مؤسسات عمومية ذات طابع صناعي وتجاري تعتبر من كبرى المؤسسات العمومية الاقتصادية في الجزائر، والتي عمدت بالاستناد لقانون المياه رقم 05-12 المعدل والمتمم، إلى الدخول في شراكات استراتيجية مع القطاع الخاص للاستعانة بخبرته الفنية في تسير مرفق المياه الأمر الذي أفرزت نتائجه العملية، تجربة نموذجية يقتدى بها في مجال الشراكة بين القطاعين العام والخاص باعتبارها آلية فعالة لعصرنة وتطوير أداء المؤسسة الاقتصادية في الجزائر، وتدويلها.
