المستخلص: إذا كانت قضية التعليم بصفة عامة من القضايا الملحة في مصر في الوقت الراهن إلا أن قضية التعليم الجامعي تحتل مكان الصدارة، ذلك أن التعليم الجامعي يمثل ركيزة أساسية في تحقيق التنمية بكافة صورها، لما يلعبه من دور خطير في إعداد الكوادر البشرية التي تتطلبها مشروعات التنمية في كافة المجالات، ومن هنا أصبح التعليم الجامعي محور اهتمام جميع الدول النامية منها والمتقدمة، وأصبحت توفر له جميع المتطلبات والإمكانات المتاحة لتحقق أهدافه ويلبي احتياجات المجتمع. وقد استحوذ موضوع القدرة التنافسية والتميز التنافسي للمنتجات والأفراد على اهتمام الباحثين ورجال الأعمال وصناع السياسة في الدول المتقدمة والنامية على السواء، وأصبحت كفاءة العمالة وجودة الإنتاج تواجه منافسة شريسة في الداخل والخارج، كما يواجه الإنتاج ممارسات جديدة مثل التحول من التكنولوجيا كثيفة العمالة إلى التكنولوجيا كثيفة المعرفة، وإدارة الجودة الشاملة، الأمر الذي جعل بناء وتحقيق القدرة التنافسية للجامعات ضرورة حتمية وليست ترفا فكريا. وفي ضوء ما سبق يمكن صياغة مشكلة الدراسة في التساؤل الرئيسي التالي: كيف يمكن تحسين القدرة التنافسية للجامعات المصرية (الحكومية والخاصة) في مجال البحث العلمي من خلال تعزيز التعاون بينهما؟ ويتفرغ من هذا التساؤل الرئيسي الأسئلة الآتية: 1- ما الإطار الفلسفي الحاكم للقدرة التنافسية؟ 2- ما واقع القدرة التنافسية للجامعات المصرية في مجال البحث العلمي؟ 3- ما واقع الجامعات الخاصة في مصر والبحث العلمي بها؟ 4- كيف يمكن تعزيز التعاون بين الجامعات الحكومية والجامعات الخاصة لتحسين قدرتها التنافسية في مجال البحث العلمي؟ أهداف الدراسة تهدف الدراسة إلى تعرف الإطار النظري والمفاهيمي للقدرة التنافسية للجامعات والوقوف على واقع القدرة التنافسية للجامعات المصرية في مجال البحث العلمي، أيضا تعرف واقع الجامعات الخاصة في مصر والبحث العلمي بها مع محاولة التوصل لمجموعة من التوصيات والمقترحات لتعزيز التعاون بين الجامعات المصرية الحكومية والخاصة، والتي من شأنها تحسين القدرة التنافسية للجامعات المصرية في مجال البحث العلمي. منهج الدراسة: اعتمدت الدراسة على المنهج الوصفي لملاءمته لطبيعة الدراسة، حيث يقوم بوصف ما هو قائم وجمع البيانات والمعلومات وتحليلها وتفسيرها مع استنباط العلاقة بين الظواهر التربوية. واعتمدت الباحثة على هذا المنهج في وصف مقومات القدرة التنافسية للجامعات المصرية، وتحليل العلاقة وأوجه التعاون بين الجامعات الحكومية والجامعات الخاصة والتي قد تؤثر في تحسين القدرة التنافسية. خطوات الدراسة: تسير الدراسة وفقا للخطوات التالية: أولا: الإطار الفلسفي الحاكم للقدرة التنافسية للجامعات: (المفهوم – الركائز – المكونات – المقومات – المقاييس) ثانيا: واقع القدرة التنافسية للجامعات المصرية في مجال البحث العلمي. ثالثا: واقع الجامعات الخاصة في مصر والبحث العلمي بها. رابعا: توصيات ومقترحات تعزيز التعاون بين الجامعات المصرية الحكومية والخاصة؛ لتحسين قدرتها التنافسية في مجال البحث العلمي. أهم نتائج الدراسة: توصلت الدراسة لمجموعة من المقترحات والتوصيات تشمل العناصر الأساسية في منظومة الجامعات الخاصة بهدف تطويرها وتفعيل الدور البحثي لها، من أجل تعزيز التعاون بينها وبين الجامعات الحكومية في مجال البحث العلمي؛ لتحسين القدرة التنافسية للجامعات المصرية وذلك على النحو التالي: 1- مقترحات وتوصيات خاصة بالفلسفة والأهداف. 2- مقترحات وتوصيات خاصة بأعضاء هيئة التدريس والباحثين. 3- مقترحات وتوصيات خاصة بالبحث العلمي. 4- مقترحات وتوصيات خاصة بالهيكل التنظيمي والإداري والتشريعي.

The Education issue generally is not only one of the most important Egyptian issues but also it has a priority because the undergraduate education is the basic' to the development in different fields. The importance of the university education plays an important role in preparing the human resources which is important in the development projects in all fields. As a result, the university Education becomes the main target to the developing countries' governments because it provides the society with the human resources and the available possibilities to achieve the society needs and aims. The competitive issue of both products and human resources is the main and important issue to researchers, Businessmen and policy makers of both advanced and developing countries. The proficiency of workers and products faces fierce competition in and out countries. The productivity face new practices such as the shift from labor-intensive technology to knowledge- intensive technology and the whole quality management. That transformation makes the competitive issue of the universities a necessity not an intellectual luxury. the following main question: How can we improve the competitiveness of the Egyptian universities (Governmental and Private Ones) in scientific research by reinforcing the cooperation between them? 1-This main question can be divided into the following questions: 2-What is the philosophical framework governing of competitiveness? 3-What is the reality of the competitiveness of Egyptian universities in the field of scientific research? 4-What is the reality of private universities in Egypt and scientific research? How can we enrich the cooperation between the Egyptian Governmental universities and the private ones to improve the competitive ability of these universities in scientific research? Aims of the study The study aims to explore the theoretical and the conceptual framework of the competitive ability of the Egyptian universities in scientific research trying to have recommendations and suggestions to enrich the cooperation between the Egyptian governmental Universities and the private ones to improve the competitiveness ability. Approach of the study: The study depended on the descriptive approach which describes the data and information analysis and explanation with discovering the relations between the Educational phenomena. The researcher depended on that approach to describe the basics of this competitive ability of the Egyptian Universities. The procedures of the study: The study depends on the following procedures: First: the conceptual and the theoretical framework of the Egyptian competitive ability: (Concepts - pillars - components - measurements) Second: the case of the competitive ability of the Egyptian Universities in Scientific Research. Third: the case of the private universities and scientific research in Egypt. Forth: recommendations and suggestions which enrich the cooperation between the Egyptian governmental universities and the private ones to develop its competitive ability in scientific research. The results of the study: The study results can be summarized in some recommendations and suggestions which included the main elements in the organization of the private universities to develop it and activate the role of scientific research to enrich the cooperation between these private universities and the governmental ones in the field of scientific research to develop its competitive ability. It can be represented in the following: 1- Recommendations and suggestions of the philosophy and aims. 2-Recommendations and suggestions of the professors and researchers. 3-Recommendations and suggestions of scientific research. 4-Recommendations and suggestions of organizational, administrative and legislative framework.
