المستخلص: تناولت الدراسة التنظيم القانوني للدبلوماسية العربية في ضوء المتغيرات الإقليمية وارتباطها بالتمثيل الدبلوماسي العالمي الذي تم اقراره عام 1961 م في اتفاقية فيينا للعلاقات الدبلوماسية.
تمثلت مشكلة الدراسة في مدى التزام الدول العربية عند ممارستها التمثيل الدبلوماسي بالحفاظ على التوازن بين خدمة القضايا والمبادئ والدفاع عن المصالح القومية لها، وهل هذه الممارسة تعبر عن الأمة أم أنها تمثل الفئة الحاكمة فقط كما هو الحال في السابق.
تكمن أهمية الدراسة في تأكيدها على الالتزام بالمبادئ التي اقرتها اتفاقية فيينا للعلاقات الدبلوماسية لعام 1961م مع مراعاة التحفظات التي أبدتها الدول العربية، وخاصة في الوقت الحالي الذي كثرت فيه الأزمات مما أثر بالسلب على التمثيل الدبلوماسي العربي بحيث صار جزء منه تابعاً للغرب ولم يعبر عن مصالح الشعوب، مما يتطلب تناول التنظيم القانوني له بما يحقق العودة للمسار الصحيح لممارسة هذا المجال السامي.
هدفت الدراسة الى بيان ماهية التمثيل الدبلوماسي من حيث مفهومه وأهميته، والتنظيم القانوني له وفقاً لاتفاقية فيينا للعلاقات الدبلوماسية لعام 1961م، والممارسات العربية له في ضوء المتغيرات الحالية.
اتبعت الدراسة المنهج الاستقرائي التحليلي من خلال تناول نصوص اتفاقية فيينا للعلاقات الدبلوماسية لعام 1961م، والممارسات العربية للتمثيل الدبلوماسي لبيان مدى التزامها بالموازنة بين القضايا والمبادئ ومصالحها القومية.
توصلت الدراسة الى نتائج منها: أن التمثيل الدبلوماسي له أهمية كبيرة باعتباره المعبر عن ارادة الدولة أمام الدول الأخرى، وأن دراسته تعد من أهم الدراسات القانونية كونه حجر الأساس في دراسة القانون الدولي الذي يحكم العلاقات الخارجية للدول، وأن اتفاقية فيينا للعلاقات الدبلوماسية لعام 1961م نظمت العلاقات الدبلوماسية الدولية بشكل متكامل، وأن المتغيرات العربية الراهنة قد أثرت بالسلب على التمثيل الدبلوماسي العربي من حيث عدم وجود خطة موضوعية تسير عليها بما يخدم مصالحها المشتركة ، وأن عدم وجود منسق للعلاقات الخارجية العربية يتحدث بلسانها في المحافل الدولية أثر في وحدة الصف العربي.

The study dealt with the legal regulation of Arab diplomacy in the light of regional changes and its relationship with international diplomatic representation, which was approved in 1961 in the Vienna Convention on Diplomatic Relations.
The problem of the study was the extent to which Arab States were committed when exercising diplomatic representation to maintaining a balance between serving causes and principles and defending their national interests and Does this practice reflect the nation or represent only the ruling group, as was the case in the past?
The importance of the study lies in its affirmation of adherence to the principles established by the Vienna Convention on Diplomatic Relations of 1961, taking into account the reservations expressed by the Arab States, especially at the present time when crises have multiplied, which has adversely affected Arab diplomatic representation as a part of it became dependent on the West and did not express the interests of the people, which requires addressing its legal regulation in order to achieve a return to the right path to the exercise of this noble field.
The study aimed at defining the diplomatic representation in terms of its concept and importance, and its legal regulation according to the 1961 Vienna Convention on Diplomatic Relations, and Arab practices in light of the current changes.
The study followed the inductive analytical method by addressing the provisions of the 1961 Vienna Convention on Diplomatic Relations and the Arab practices of diplomatic representation to demonstrate the extent to which they are committed to balancing issues, principles and national interests.
The study concluded that diplomatic representation is of great importance as it expresses the will of the state to other countries, and that its study is one of the most important legal studies as the cornerstone of the study of international law governing the foreign relations of states, and that the Vienna Convention on Diplomatic Relations of 1961 regulated international diplomatic relations in an integrated manner, and that the current Arab changes have negatively affected the Arab diplomatic representation in terms of the absence of an objective plan to serve their common interests, and that the absence of a coordinator for Arab foreign relations who speaks in their language in the international forums has influenced the unity of the Arab.
