المستخلص: تناولت في البحث موضوع الإرهاب الدولي باعتباره من الجرائم الدولية التي تهدد استقرار المجتمع الدولي، وتطرقت إلى مفهوم الإرهاب، وبينت أنواع الجرائم الإرهابية، كما أوضحت المسؤولية التي تقع على الدول في التعاون لمكافحة العمليات الإرهابية، سواء قبل حدوثها أم بعد وقوعها، بهدف الكشف عن مرتكبي الإرهاب الدولي. كما تناولت دور مجلس الأمن وفقاً للصلاحيات الممنوحة له بميثاق الأمم المتحدة، وصور تدخل مجلس الأمن في مكافحة الإرهاب الدولي، بالرغم من استخدام الدول العظمى لورقة الإرهاب في مهاجمة الدول الضعيفة بقصد مكافحة الإرهاب الدولي.
وأخيراً تناولت التوصيات التي قد تساعد في تعزيز دور مجلس الأمن والمؤسسات الدولية وأجهزة الدول في القضاء على أسباب ووسائل الإرهاب الدولي.

The paper dealt with the subject of international terrorism as one of the international crimes that threaten the stability of the international community. It addressed the concept of terrorism and described the types of terrorist crimes and also clarified the responsibility of the countries towards the cooperation in combating the terrorist operations before and after the occurrence of such incidents to detect the perpetrators of international terrorism. It also addressed the role of the Security Council in accordance with the powers conferred on it by the Charter of the United Nations and the Council's interference in combating international terrorism, despite the fact that the great Powers used the basis of terrorism to attack weak States with a view to combating international terrorism
In the end, I discussed the recommendations that might help strengthen the role of the Security Council, international institutions and organs of States in eliminating the causes and means of international terrorism.
