المستخلص: "The policy of the German Chancellor Bismarck differed with the German Emperor William II in a strategic light (the policy of European scaffolding for Bismarck and the policy of Emperor William II International. The Emperor wanted to have the highest say in the management of German politics and this is not compatible with the Bismarck Center as a consultant, which undermined the authority of Bismarck, which continued from the declaration of German unity in 1871 until the advent of William II to the throne in 1888. Emperor William II refused to begin his reign by staining his hand with the blood of his people, especially as he wanted to be a caesarean of the community. He began to change the imperial staff and bring people to support him in his new policy."
