المستخلص: In order to avoid disparities in the field of local development between local communities (towns and cities) was created Common Fund for local communities for the provision of financial aid to local groups are unable to support the local development programs, since the establishment of towns currently estimated in 1541 the towns and the cities (48 city) it was not based on specific economic criteria but also on political and social considerations, it has resulted in inadequate funding sources in the rehabilitation of local development. Due to the inability of the Common Fund for local communities in the recovery and promotion of local development at the local level making the Algerian legislature reconsider it in conjunction with the revision of the laws governing local communities (town and city law), where the Common Fund for local communities repair overhaul completely different organizational and structural aspects in terms of functions and powers through the Executive Decree No. 14-116 dated March 24, 2014 included the establishment of solidarity and security for local communities fund. In order to revitalize the development at the local level and reflect the solidarity and cooperation and reduce the economic and development disparities between towns and cities the nation supports the solidarity and security of local communities outsourcing multiple financing and administrative structures diversified fund that will make it contributes to the recovery of local development at the local level.

بغرض تفادي الفوارق في مجال التنمية المحلية بين الجماعات المحلية (البلديات والولايات) تم إنشاء الصندوق المشترك للجماعات المحلية ليقوم بتقديم المساعدات المالية للجماعات المحلية العاجزة ودعم برامج التنمية على المستوى المحلي، نظرا لأن إنشاء البلديات والمقدر حاليا بـ 1541 بلدية والولايات (48 ولاية) لم يكن مبني على معايير اقتصادية محددة وإنما على اعتبارات سياسية واجتماعية، فقد ترتب على ذلك عدم كفاية مصادر تمويلها في إنعاش التنمية المحلية. ونظراً لعجز الصندوق المشترك للجماعات المحلية في إنعاش والنهوض بالتنمية المحلية على المستوى المحلي ما جعل المشرع الجزائري يعيد النظر فيه بالتزامن مع إعادة النظر في القوانين المنظمة للجماعات المحلية (قانون البلدية والولاية)، حيث تم إصلاح الصندوق المشترك للجماعات، المحلية إصلاحا كليا من مختلف الجوانب التنظيمية والهيكلية ومن حيث مهامه واختصاصاته من خلال المرسوم التنفيذي رقم 14-116 المؤرخ في 24 مارس 2014 المتضمن إنشاء صندوق التضامن والضمان للجماعات المحلية. ومن أجل إنعاش التنمية على المستوى المحلى وتجسيد التضامن والتعاون وتقليص الفوارق الاقتصادية والتنموية ما بين بلديات وولايات الوطن تدعم صندوق التضامن والضمان للجماعات المحلية بمصادر تمويل متعددة وهياكل إدارية متنوعة من شأنها أن تجعله يساهم إنعاش التنمية المحلية على المستوى المحلي.
