تعتبر الملكية الصحفية أحد المتغيرات الأساسية التي تحدد ملامح النظام الإعلامي في أي مجتمع إذ أنها تعبر بشكل أو بآخر عن درجة حرية الصحافة والتعبير فيه، كما يحدد ذلك وجود وتجسد تعددية إعلامية من عدمه في ذلك النظام، وتتعدى التعددية الإعلامية تنوع الكم إلى تنوع النوع والمصادر، يأتي هذا المقال من أجل تشخيص علاقة أنماط الملكية الصحفية بالتعددية الإعلامية في البلدان العربية عبر النظام الإعلامي في الجزائر كأنموذج. The relationship of media with the political and social system in any society has occupied the interest of researchers and specialists in the field of information and communication, in fact, neither the community, nor the media and the way they work properly can be understood without considering each other's relationship. We must confirm that the way in which the government and the society deal with the media institutions is necessary and fundamental as an input to understand the mass communication process in that country. In this context, the information systems have undergone different transformations all around the world; most of the media in most countries since the appearance of the press have been directly owned by the state and the government, or by the state and the official opposition parties, this media was not a public service as much as a formal media which was serving official interests and propaganda of regimes. According to this, the publish of newspapers to other people was not allowed, moreover, the monopoly and concentration of media have become a serious threat to democracy & freedom of expressing opinion, This has led many countries to issue charters and laws that prevent these practices and concentration newspapers ownership in order to preserve their pluralism and thus guarantee freedoms for different groups. Therefore, and of course this applies to Arab countries which have not been isolated from these transformations, especially in the last decade as a result of the political and transition changes, these systems are classified into: mobile systems, loyal system, transitional system or pluralistic journalism/system. The aim of this study is to reveal features of the Algerian information/media system as a part and model of the Arab System, by diagnosis the relationship between media ownership and media pluralism in this country across different periods to identify the properties of this system at the moment with a theoretical approach. Consequently, we arrived to classify the Algerian media system in the category of « transitional system » by being moved from a concentration of media ownership to dispersal of ownership, that’s what opened the way for media pluralism in 1990, but reticently because it has been dispersed only newspapers ownership and not the other type of media as the radio and TV until 2012, this improve that the relationship between media ownership and pluralism was neither complete nor clear, thus dispersal of newspapers ownership didn’t devote a real pluralism which meant that the relationship was not interrelated and effective. Finally, we must point out that to define this relation we need also to analyze it on the ground through real practice by discussing the employment of the terms & conditions of media pluralism by different media, especially the private ones which do not belong to state ownership. La propriété de la presse est l'une des variables fondamentales qui définissent les caractéristiques du système d'information dans les sociétés, car elle exprime d'une manière ou d'une autre le degré de la liberté de la presse et d'expression et, elle détermine la présence du pluralisme médiatique dans ce système. Cet article vient pour identifier la relation entre les types de propriété de la presse et le pluralisme des médias dans les pays arabes à travers le système d'information en Algérie en tant que modèle. |
