This study aims to delve into the depth of electoral systems that the political process in Iraq has witnessed after the demise of the authoritarian regime by describing the rules of the electoral systems adopted by Iraq since the end of the civil administration of Iraq. Which took place under the national elections in 2014, in an attempt to diagnose the first faults that; affected the political process in Iraq, and the effects on the security, and the disruption of the political system, and the emergence of political expediency at the expense of the public interest, And the search also in a number of problems, including whether the problem in the electoral systems or in the political blocs, and why insists the political blocs represented in the legislative authority to approve the election laws consistent and rotate itself after each electoral cycle, in order to link to the reform of the electoral system after the search and exploration In all systems tested and proposed in terms of rules, defects and advantages, and which electoral systems likely and realistic to be a substitute for the electoral systems tested Is the mixed electoral system or the system of the election of the majority on an individual basis? This is reflected in the five study axes, and concludes with a set of conclusions and recommendations.
تستهدف هذه الدراسة الخوض في عمق الأنظمة الانتخابية التي عرفتها العملية السياسية في العراق بعد زوال النظام الاستبدادي. من خلال وصف قواعد الأنظمة الانتخابية المجربة التي اعتمدها العراق منذ أواخر نهاية إدارة الحاكم المدني على العراق. ومن ثم بيان السياق العام للنظام الانتخابي وفق طريقة سانت لاعو المعدل التي جرت بموجبة الانتخابات الوطنية في العام 2014.في محاولة منا لتشخيص أولي مكامن الخلل الذي طرأ على العملية السياسية في العراق. وما اثارة من تداعيات على الأمن. واضطراب النظام السياسي. وظهور النفعية السياسية على حساب المصلحة العامة. ومن خلال البحث أيضا في عدد من الاشكاليات منها هل المشكلة في الأنظمة الانتخابية ام في الكتل السياسية. ولماذا تصر الكتل السياسية الممثلة في السلطة المشرعة على إقرار قوانين انتخابية تنسجم وتدوير نفسها بعد كل دورة انتخابية من أجل الوصول الى حالة إصلاحية للنظام الانتخابي بعد البحث والتنقيب في كل الأنظمة المجربة والمقترحة من حيث القواعد. والعيوب والمزايا. واي من الأنظمة الانتخابية مرجحاً واقعياً ليكون بديلاً للأنظمة الانتخابية المجربة. هل النظام الانتخابي المختلط ام نظام الانتخاب الاغلبي على أساس فردي؟ هذا ما تم تبيانه في محاور الدراسة الخمسة. وخاتمة بمجموعة من الاستنتاجات والتوصيات.
