المستخلص: The study monitors cloud computing and its applications in public libraries to know the current status of the policies of some foreign and local public libraries. It also focuses on Egyptian public libraries by restricting the applications used by those libraries, whether they are free public applications or subscription-based applications or specialized in the field of libraries, and suggesting the most appropriate Cloud computing models that can be applied to Egyptian public libraries with a presentation of application obstacles and how to overcome them. The study depends on the descriptive and analytical approaches in addition to the comparative approach.
Among the results of the study are that there are libraries that apply cloud computing and their services, and that cloud computing saves 62.5% of the expenses and Zero Client device, which is one of the cloud computing devices, saves more than 90% of the electrical energy. A map of the cloud computing model in public libraries has been drawn up, and more than one model is proposed for the application of Egyptian public libraries. When creating a cloud for libraries, there are ten important factors, while the average rate of use of the study libraries for computing is 13.5%.
The study recommended the creation of a cloud that includes Egyptian public libraries. According to the proposed cloud computing model, the cloud of Egypt's public libraries would be the core of it while developing it and increasing its potential or creating a new cloud. In addition to the necessity of increasing the wages of information technology specialists in Egypt's public libraries, training them, and developing their skills. The study also recommended that The Egyptian Public Libraries Fund adopt the cloud computing project as a funding source for Egypt's public libraries. The Arab Federation of Libraries should organize a conference under the title of cloud computing applications in libraries, and that the Arab Union Catalog should have a more significant role in cloud computing and the exchange of bibliographic records.

ترصد الدراسة الحوسبة السحابية وتطبيقاتها في المكتبات العامة بهدف معرفة الحالة الراهنة لسياسات بعض المكتبات العامة الأجنبية والمحلية كما تركز على مكتبات مصر العامة وذلك من خلال حصر التطبيقات التي تستخدمها تلك المكتبات سواء كانت تطبيقات عامة مجانية أو تطبيقات خاصة باشتراك أو متخصصة في مجال المكتبات، واقتراح أنسب نماذج الحوسبة السحابية التي يمكن تطبيقها على المكتبات العامة المصرية مع عرض معوقات التطبيق وكيفية التغلب عليها، وتعتمد الدراسة على المنهج الوصفي التحليلي بالإضافة للمنهج المقارن.
ومن نتائج الدراسة أن هناك مكتبات تطبق الحوسبة السحابية وخدماتها، وأن الحوسبة السحابية توفر 62.5% من النفقات، وجهاز Zero Client أحد أجهزة الحوسبة السحابية يوفر ما يزيد عن ٩0% من الطاقة الكهربائية، وتم وضع خريطة لنموذج الحوسبة السحابية بالمكتبات العامة، واقتراح أكثر من نموذج للتطبيق بالمكتبات العامة المصرية، وهناك عشرة عوامل مهمة عند إنشاء سحابة خاصة بالمكتبات أما متوسط نسبة استخدام مكتبات الدراسة للحوسبة فهو 13.5%.
وأوصت الدراسة بإنشاء سحابة تضم المكتبات العامة المصرية، وتكون سحابة مكتبات مصر العامة نواة لها مع تطويرها وزيادة إمكاناتها، أو إنشاء سحابة جديدة تبعا لنموذج الحوسبة السحابية المقترح، بالإضافة إلى وجوب زيادة أجور أخصائي تكنولوجيا المعلومات بمكتبات مصر العامة وتدريبهم، وتنمية مهاراتهم، وأن يتبنى صندوق مكتبات مصر العامة مشروع الحوسبة السحابية بوصفه مصدرا من مصادر التمويل لمكتبات مصر العامة، وأن ينظم الاتحاد العربي للمكتبات مؤتمرا تحت عنوان تطبيقات الحوسبة السحابية في المكتبات، وأن يكون للفهرس العربي الموحد دور أكبر في الحوسبة السحابية وتبـادل التسجيلات الببليوجرافية.
