Quality Function Deployment (QFD) is utilized as a development approach in maintenance management systems by investigating the weakness in the systems performance and finding the appropriate methodologies to solve them to accomplish the clients’ satisfaction. Through this research, the performance of Highways Maintenance Systems (HWMS) in Ministry of Public Works (MPW) was studied to obtain the suitable solutions that make the highways maintenance process more responsiveness, accessible, safe, and efficient. A sample size of 911 questionnaires has been applied to conduct this research in MPW. Full descriptive analysis was performed and analyzed, as well as the QFD demands were deployed to construct the new demanded maintenance system. A comparison was made between MPW and a contracting company to benchmark its performance and measure how much MPW is far from accomplishment their target. It has been noticed in this study that the highways Maintenance efficiency category was the most satisfied category for the highways users and the highways maintenance safety category was the most dissatisfied one for the highways users. A new model has been proposed to be applied for enhancing the performance of HWMS. The model included correlation between the demands of the highways users and technical abilities of the provider with their correlation. It was found that some targets were not fulfilled like having good design of road from the origin or (involving professional designers). On the other hand some targets required a lot to be achieved like some of roads especially the highways should be maintained directly by the MPW and some targets were easier to be achieved like constructing a schedule for maintaining the roads.
