المستخلص: من خلال هذه الدراسة نحاول عرض فكرة مفادها استثمار استراتيجية التشبيك بما تتضمنه من مزايا ومعاني العمل معا لتحقيق التمكين المستهدف الذي يقوم على فلسفة تتعدى مفهوم الخيرية التي قدتؤدي أو تحمل معنى السلبية أو الاتكالية إلى فكرة البحث عن القدرات والإمكانات وتنميتها وإكسابهم الجديد منها مستهدفين فئة (المفرج عنهم وأسرهم) لتكون أكثر ثقة في قدراتها وأكثر اعتمادا على الذات في مواجهة مشكلاتهم الحالية والوقاية من المشكلات المستقبلية. ثم استعرضت الدراسة إسهامات الجمعيات والمؤسسات الأهلية في رعاية المفرج عنهم وأسرهم. وتوصلت إلى عدد من التوصيات أهمها:
1. إنشاء اتحاد إقليمي يضم كل الجمعيات والمؤسسات في داخل نطاق كل منطقة، يتكون من ممثلي جميع الجمعيات والمؤسسات على مستوى المنطقة، ويهدف إلى تبادل الخبرات والتنسيق، والتعاون، وييسر ويدعم إقامة الشبكات.
2. إنشاء اتحاد نوعي يضم كل الجمعيات والمؤسسات التي تقدم نوعا معينا من الخدمات والبرامج مثل: اتحاد نوعي للجمعيات والمؤسسات التي تخدم ذوي الاحتياجات الخاصة على مستوى المملكة؛ لأن هذا من شأنه جمع البيانات والمعلومات الخاصة والنوعية على مستوى المملكة، ومن ثم يوفر قاعدة بيانات مهمة، ومن شأنه التخطيط والتنفيذ لمشروعات وخدمات كبرى تتم من خلال توزيع الأدوار على مختلف الجمعيات بمختلف المناطق، ويسهل أيضاً تبادل الخبرات وعمل الشبكات.
3. تدريب القائمين على الجمعيات من أعضاء مجالس أو موظفين على آليات تطبيق التشبيك الناجح والفعال.

Through this study, we try to present the idea of investing the networking strategy with the advantages and meanings of working together to achieve targeted empowerment, which is based on a philosophy that goes beyond the concept of charity, which may lead or carry the meaning of negativity or dependability to the idea of seeking and developing abilities and potentials and its development and imparting them new one from that, targeting the category of (released and their families), so that it becomes more confident in its abilities and more self-reliant in the face of their current problems and the prevention of future problems. The study then reviewed the contributions of the associations and civil organization in taking care of those released and their families. The study reached to a number of recommendations, the most important:
1. Establishment of a regional association comprising all associations and institutions within each region, consisting of representatives of all associations and institutions at the regional level. It aims to exchange expertise, coordinate, cooperate, facilitate and support networking.
2. Establishing a qualitative union that includes all associations and institutions that provide a certain type of services and programs such as: a qualitative union of associations and institutions serving people with special needs at the level of the Kingdom, because this would collect data and private qualitative information at the Kingdom level, and thus it would provide an important database, and would make plan and implement projects and major services would be carried out through the distribution of roles to various associations in different regions, it also facilitates exchange of experiences and networking.
3. Training the members of the associations from the members of the boards or employees on the mechanisms of successful and effective networking application.
