المستخلص: إن أي دولة تضحى بالحرية وبحقوق الإنسان بحجة الأمن لا تستحق حرية ولا أمنا؛ وهذا ما يجب إيصاله إلى الرئيس والمرؤوس في الأجهزة الشرطية. وقد أثبتت التجارب الماثلة في بعض البلدان أن الأجهزة الشرطية التي تستخدم العنف المفرط هي أجهزة هشة لا تستطيع أن تقف أمام حركة الشعوب التي تناضل من أجل نيل حقوقها.
واليوم، إذا أردت أن تعرف أن هذه الدولة أو تلك هي دولة ديمقراطية أو ديكتاتورية، فإن أفضل وسيلة لذلك هو أن تتعرف على سلوك أجهزتها الأمنية؛ لاسيما الشرطة؛ لأن جهاز الشرطة هو المؤسسة الأكثر تعبيرا ووضوحا في معرفة الرؤية السياسية والأمنية التي تتعامل بها أجهزة الدولة مع مواطنيها.
والحق أن حقوق الإنسان كحق الحياة؛ وحق التعبير والتجمع والتنقل؛ وعدم التعرض للاعتقال أو الاحتجاز التعسفي؛ وعدم التعرض للتمييز؛ والتساوي في حق التمتع بحماية القانون؛ وعدم تعرض الشخص للتدخل التعسفي في حياته الخاصة، أو في شئون أسرته أو مسكنه أو فيما يتلقاه من رسائل؛ وغيرها، هي ضمانات قانونية عالمية لحماية الأفراد والجماعات من إجراءات الحكومات التي تمس الحريات الأساسية والكرامة الإنسانية. ويلزم قانون حقوق الإنسان الحكومات بالقيام ببعض الأشياء، ويمنعها من القيام بأشياء أخرى صيانة لتلك الحقوق والحريات. حيث لا يقتصر هذا الأمر على صعيد كل دولة على حدة، بل إن المجتمع الدولي تنبه بأسره إلى أهمية دور الشرطة في حماية حقوق الإنسان. ويعتبر قرار الجمعية العامة للأمم المتحدة رقم 34 / 169 الصادر في 17 ديسمبر / كانون الأول 1979 المصدر والأساس لذلك من خلال إقراره مدونة قواعد وسلوك الموظفين المكلفين بإنفاذ القوانين (الشرطة).
ومن هنا جاء اختيارنا لموضوع البحث كدراسة تحليلية تأصيلية لآليات حماية حقوق الإنسان، سواء على المستوى الوطني في مصر، أو على المستويين الإقليمي والدولي.

Any country that sacrifices freedom and human rights under the pretext of security does not deserve freedom or security; this is what must be conveyed to the president and the subordinate in the police organs. Experiences in some countries have shown that police organs that use excessive violence are fragile organs that cannot stand up to the movement of peoples struggling for their rights.
Today, if you want to know about any country if it is a democratic or a dictatorial, the best way is to know the behavior of its security services, especially the police; Because the police organs are the most expressive and clear institutions to know the political and security vision that the organs of the state deal with its citizens.
In fact, human rights such as the right to life; the right to expression, assembly and movement; freedom from arbitrary arrest or detention; the right not to be subjected to discrimination; the equality to be protected by the law; the right not to be subjected to arbitrary interference in his private life, or his family and domestic issues or the messages he receives; and others, are universal legal guarantees to protect individuals and groups from the actions of governments that affect fundamental freedoms and human dignity. Human rights law obliges governments to do certain things and prevents them from doing other things to safeguard those rights and freedoms. This is not limited to individual countries, but the international community is alert to the importance of the role of the police in the protection of human rights. United Nations General Assembly resolution 34/169 of 17 December 1979 is the source and basis for this, through its adoption of the Code and Conduct of Law Enforcement Officials (Police).
Hence we chose the topic of the research as a fundamental analytical study of human rights protection mechanisms, whether at the national level in Egypt, or at the regional and international levels.
