|a يعتبر موضوع التنمية البشرية من بين أهم المواضيع التي تلقي اهتمام الباحثين في الميادين الاقتصادية والاجتماعية والسياسية، لذلك اعتبرته المنظمات الدولية وعلى رأسها منظمة الأمم المتحدة للتنمية حقا مكرسا للشعوب مثله مثل باقي الحقوق، ومنه تسعى الكثير من الدول النامية وعلى رأسها الجزائر اللحاق بالدول المتقدمة والتي بلغت قياسات كبيرة من التقدم، فبعد أن كانت الحديث عن التنمية الاقتصادية الشاملة أصبح الآن الكلام عن التنمية البشرية ومقاييسها، فالاستثمار في العنصر البشري أضحي غاية كل المجتمعات.

|b The subject of human development is considered one of the most important topics that received the attention of many researchers in the economic, social and political fields. The international organizations, especially the United Nations Development Organization considered it an important right to the people, as other rights. The developing countries as Algeria seek to catch up with developed countries which amounted to large measurement of development. So, after the talk about the total economic development it became now a talk about human development and their standards in which the investment in the human has become an objective of all communities.
