المستخلص: تهدف هذه الدراسة لبيان أهمية مأسسة السلطة السياسية من الناحية النظرية والتطبيقية، وكشف العلاقة التلازمية بين عمليتي المأسسة السياسية والتحول الديمقراطي في الجزائر، على اعتبار أن البناء المؤسساتي القوي والفعال، وتجسيد السلطة في المؤسسة وإخضاعها للقانون، شرط ضروري في عملية التحول الديمقراطي، وهي ظاهرة عرفتها كل الدول التي انتقلت إلى ترسيخ حقيقي للديمقراطية، حيث يعد الفصل بين السلطة ومن يمارسها سمة الدولة الحديثة،
وهي الضمانة الفعلية لتجسيد الحقوق والحريات في الواقع، وقد عرفت الجزائر العديد من الدساتير منذ سنة 1963 وصولا إلى دستور 1989 وما جاء بعده من تعديلات، كمحاولة لبناء مؤسسات قوية وفعالة تمارس صلاحياتها باستقلالية وتكون حكما على الجميع، لكن الرهان الحقيقي يبقى في كيفية تجسيد السلطة وبشكل متوازن داخل مؤسسات النظام السياسي الجزائري الذي يعاني سيطرة بعض المؤسسات على أخرى،
وتنبع أهمية مأسسة السلطة لما لها من أهمية وأثر لما لهذه العملية من أثر إيجابي على عملية التحول الديمقراطي التي باشرتها الجزائر منذ بداية التسعينات، تحت تأثير ظروف داخلية وخارجية خاصة.

Cet étude a pour objectif de présenter l’importance de l’institutionnalisation du pouvoir politique théoriquement et pratiquement , et démontrer la relation entre le processus de l’institutionnalisation et la transition démocratique , parce que la construction institutionnelle forte et efficace, et l’incarnation du pouvoir dans l’institution , et la soumission à la loi fait une condition axile dans la voie de la transition démocratique ,comme phénomène connu par tous les pays démocratiques, parce que la séparation entre le pouvoir et son exerçant fait un caractère de l’état moderne , et qui fait d’un autre coté une garantie pour les droits et libertés , et l’Algérie comme d’autres pays a connu plusieurs constitutions depuis1963 en arrivant à la constitution de 1989 et ses référendums , mais le défi c’est comment on peut incarner le vrai pouvoir avec équilibre dans les institutions du système politique, parce que l’institutionnalisation du pouvoir a un effet positif sur la transition démocratique dans laquelle l’Algérie a engagé dans des conditions internes et externes particulières.

This study aims to demonstrate the importance of institutionalizing political power in theory and practice, and to reveal the correlation between the processes of political institutionalization and democratic transformation in Algeria. Considering that strong and effective institutional building, the embodiment of authority in the institution and its subordination to the law, is a necessary condition in the process of democratic transition, It is a phenomenon known to all countries that have moved to a true consolidation of democracy, where the separation of power and those exercising it is the characteristic of the modern state.
It is the effective guarantee of the effective realization of rights and freedoms. Algeria has known many constitutions since 1963, until the 1989 Constitution and subsequent amendments, as an attempt to build strong and effective institutions that exercise their powers independently and judge all. But the real bet remains in how to embody power in a balanced manner within the institutions of the Algerian political system, which suffers from the domination of some institutions over others.
The importance of the institutionalisation of the Authority stems from its significance and impact, because of the positive impact that this process has had on the process of democratization initiated by Algeria since the beginning of the 1990s, under the influence of special internal and external circumstances.
