إن الحمد لله نحمده ونستعينه ونستغفره، ونعوذ بالله من شرور أنفسنا وسيئات أعمالنا، من يهده الله فهو المهتد ومن يضلل فلا هادي له، وأشهد أن لا اله إلا الله وأشهد أن محمدا عبده ورسوله، وبعد: لا تزال جل الدول الإسلامية تعاني من التخلف الاقتصادي والفقر، رغم مرور ما يزيد عن نصف قرن من تحررها من قيود الاستعمار، ويعود السبب في ذلك إلى كون السياسات الاقتصادية في الأنظمة الخاصة بتلك الدول والمطبقة فيها لم تتوافق مع طبيعة شعوبها وثقافتها وعقيدتها، فراح المسلمون يبحثون في سياسات اقتصادية منبثقة أصلا من الشريعة الإسلامية، والتي تضع إطارا عاما لا يجب أن تتجاوزه هذه السياسات، وبالوقت نفسه تكون خادمة ومحققة لمبادئ وقواعد وأهداف النظام الاقتصادي للدولة ، وهذا الإطار بحدوده هو النظام الشرعي العام للدولة وخاصة ما يتعلق بالجانب الاقتصادي منه، إذ أن نظام الدولة ينقسم على عدة أقسام حسب الجوانب الضرورية لاستمرارية بقاء وتنظيم المجتمع، فمنه ما يكون خاصا بالأمور السياسية فهو (النظام السياسي)، ومنه ما يتعلق بالحياة الاجتماعية والمسمى ب (النظام الاجتماعي)، ومنه ما يتعلق بموضوعنا أي (اقتصاديات البلد) وهو النظام الاقتصادي، وهذا الأخير إضافة إلى بقية الأقسام يقوم على مبادئ وأهداف وأسس ثابتة مستوحاة من الإسلام وهديه، لا يجوز شرعا التلاعب بها، وما على الدولة إلا أن تقوم على تطبيقها وإلزام المجتمع بالأخذ بها كما شرعت من غير تغيير أو تبديل، وهذا ما يسمى بالجانب الثابت من النظام، أما الجانب الثاني فهو الجانب الحيوي الحركي والمرن والقابل للتطور والتغيير والتبديل حسب ما يقتضيه الحال، وهذا الثاني هو الذي يمثل السياسة الاقتصادية للدولة بوسائلها وإجراءاتها الاقتصادية المتنوعة والمتغيرة اطرادا مع تغير المصلحة العامة للمجتمع ، ومن أهم المصالح والأهداف لهذا النظام وسياسته (التنمية). إن نجاح هذه السياسات الاقتصادية وبلوغها أهدافها مشروط بارتباطها بروح ومعاني التشريع الإسلامي، واحترامها للإطار العام الذي يرسمه لسلوكيات الناس في معاشهم، وقيامها على أساس الدين الحنيف، كما أن نجاحها كفيل بتحقيق التنمية الاقتصادية للدول الإسلامية، وتخلصها من قيود التبعية والإذلال والتخلف والفقر والجهل، وعليه فالبحث في مدى فاعلية وتأثير النظام الاقتصادي في تحقيق التنمية ومحاربة الفقر والجهل والبطالة والفساد بأنواعه هو يعد ضرورة حقيقية يمليها الواقع الاقتصادي المزري المتردي الضعيف الذي تعيشه أغلب بلدان الدول المسلمة.
