المستخلص: المعطيات الجديدة في معادلة العلاقات الدولية كانت ملائمة لإيجاد إطار جديد يضمن إستمرارية العلاقات الفرنسية الجزائرية، و منذ سنة 1999 شرع البلدان في تجسيد نيتهما في تطوير علاقتهما و البحث عن حلول ناجعة لمشاكل عالقة عكرت صفوى العلاقات بين البلدين؛ و بدت فرنسا حريصة في مبادراتها لتحقيق نتائج إيجابية تضمن ثبات العلاقات بين البلدين، بحيث شملت التدابير الفرنسية حلول في مجالات إسترتيجية( سياسية،إقتصادية،تربوية-ثقافية-فنية)، لكن رغم الآليات الجديدة التي جاءت بها تلك التدابير إلا أنها لم تمس جوهر الخلاف بين البلدين .

De nouvelles données dans l'équation des relations internationales étaient appropriées de créer un nouveau cadre qui assure la continuité des relations franco-algériennes, Depuis 1999, les deux pays ont commencé à réfléchir sur leur intention de développer leurs relations et de rechercher des solutions efficaces aux problèmes, en suspens qui ont affecté les relations entre les deux pays.
La France semblait vif sur les initiatives pour obtenir des résultats positifs pour assurer la stabilité des relations entre les deux pays, Alors que la mesure comprenait des solutions françaises dans les domaines de la stratégie (politique, économique, éducatif-culturel artistique), Cependant, malgré les nouveaux mécanismes introduits par ces mesures, ils n'ont pas affecté le fond du différend entre les deux pays.

The new data in the equation of international relations was suitable to find a new framework that ensures the continuity of Franco-Algerian relations, since 1999, the two countries began to reflect their intention to develop their relationship and to seek effective solutions to outstanding problems that have affected the relations between the two countries; France seemed keen on its initiatives to achieve positive results to ensure the stability of relations between the two countries. There the French measures included solutions in strategic areas (political, economic, educational, cultural, and artistic); however, despite the new mechanisms introduced by these measures, they did not affect the essense of the dispute between the two countries.
