المستخلص: الحكومة الإلكترونية هي نسخة افتراضية عن الحكومة الحقيقية مع فارق أن الأولى تعيش في الشبكات وأنظمة المعلوماتية والتكنولوجيا وتحاكي وظائف الثانية التي تتواجد بشكل مادي في أجهزة الدولة، كما أنها تتميز بزيادة سرعة التعاملات، تقليص النفقات، كفاءة إدارة علاقات المواطنين، ارتفاع درجة رضا المواطنين، تقليل الإجراءات البيروقراطية. في هذا الإطار، تسعى الجزائر إلى إقامة حكومة إلكترونية تهدف من خلالها إلى دعم المسار التنموي في جميع المجالات: الاجتماعية، الإدارية والاقتصادية منها، وفي سبيل تحقيق ذلك شرعت دولة الجزائر في إعداد برنامج ألفي لتجسيد مشروع كل من الإدارة والحكومة الإلكترونية على أرض الواقع، مع الأخذ بعين الاعتبار مختلق العوائق الممكن مواجهتها خاصة ما يتعلق منها بالشق الاجتماعي.

E-government is a virtual version of real government, with the difference that the former lives in networks, information systems, and technology. It stimulates the functions of the second that are physically present in the state bodies. It is also characterized by increased speed of transactions, reduced expenses, efficient management of citizen relations, increased citizen satisfaction, and reduced bureaucratic procedures. In this context, Algeria is seeking to establish e-government through which it aims to support the development process in all areas: social, administrative, and economic. In order to achieve this, the State of Algeria has embarked on the preparation of a 2000 program to give effect to the governance and e-government projects on the ground, taking into account the various obstacles that may be encountered, particularly those relating to the social sector.

Le gouvernement électronique est une version virtuelle du gouvernement réel. Elle se base sur le système des réseaux et systèmes d’informations et technologie, et qui reflet le rol réel du gouvernement par ses différents services et corps administratifs. Le e gouvernement se caractérise par la rapidité des services, la diminution des coûts, la compétence de gérer les relations avec les citoyens, le niveau de satisfaction du public. Dans ce cadre, l’Etat Algérien s’éfforce pour implanter un gouvernement électronique qui vise à aider le parcours de développement dans tous les secteurs : social, administratif et économique surtout. Pour y arriver, l’Algérie a préparé un programme de milier d’actions pour réaliser le projet de l’administration et le gouvernement électroniques sur terre, en considération des défis et surtout ce qui est relié au côté social.
