لقد مثلت قضية المعونة الأمريكية لمصر خلال العقود الماضية جانبا مهما في سياق العلاقات بين القاهرة وواشنطن، فطوال عقدي الثمانينات والتسعينات من القرن المنصرم كانت العلاقات بين الطرفين علاقات قوية ووثيقة جدا والسبب في ذلك يعود إلى التوافق والتطابق في وجهات النظر بين القاهرة وواشنطن حول القضايا الأكثر تأثيراً في تلك العلاقات، مع وجود بعض الخلافات حول عدد من القضايا الهامشية غير المؤثرة. إلا أن قضية المعونة الأمريكية لمصر برزت كعامل مؤثر في العلاقات بين البلدين سواء سلبا أم إيجابا. فكانت واشنطن تستخدم ورقة المعونة للضغط على مصر بضرورة الإصلاح السياسي والاقتصادي. لذلك فليس من قبيل الصدفة أن تكون قضية المعونة الأمريكية لمصر من العوامل التي تؤدي باستمرار إلى حدوث توتر كبير في العلاقات المصرية – الأمريكية. وقد حاولت الدراسة الإجابة على التساؤلات التالية: 1- ما أثر برنامج المعونات الأمريكية على العلاقات المصرية الأمريكية في ظل الإدارة الديمقراطية؟ 2- كيف تطورت المعونات الأمريكية لمصر في ظل الإدارة الديمقراطية؟ 3- ما هي المشروطية السياسية المصاحبة لبرنامج المعونات الأمريكية الموجه لمصر؟ 4- كيف تطورت العلاقات بين البلدين في ظل الإدارة الديمقراطية؟ وما هو مستقبل المعونات الأمريكية لمصر؟ 5- وقد كان هدف الدراسة هو تحليل برنامج المعونات الأمريكية لمصر وتحديد أثره على العلاقات المصرية الأمريكية في ظل الإدارة الديمقراطية، وكذلك التعرف على أساليب المشروطية السياسية المصاحبة لتلك المعونات. وخلصت الدراسة إلى أنه كان للمعونات الأمريكية لمصر تأثير إيجابي في سياسة مصر تجاه الولايات المتحدة في ظل الإدارة الديمقراطية، وظهره ذلك جليا من خلال انسجام المواقف بين الطرفين حول العديد من القضايا التي تهم البلدين. كما أن تأثير المعونات الأمريكية في سياسة مصر في عهد الرئيس أوباما أصبح محدوداً وتحديداً بعد ثورتي 25 يناير و30 يونيو.
All over the past decades, the American Aid issue to Egypt has represented an important aspect within the context of relations between Cairo and Washington. During the eighties and nineties decades of the last century, the relationships between the two parties were very strong and powerful. The reason of this is attributed to the correspondence and conformity of the points of view between Cairo and Washington as regards to the most influential issues on these relations. Together with the existence of disputes about some marginal uninfluential issues. However, the American aid to Egypt issue was illustrated as an influential factor in the relations between the two countries either positively or negatively. Thus, Washington, used the paper of aid for pressing on Egypt to urge it to economic and political reformation. Thus, it isn’t by coincidence – that the American aid to Egypt issue is from the factors that continuously lead to the existence of great tension in the American – Egyptian relationships. The study tried to answer the following inquires: 1. What is the impact of American aid on the Egyptian – American relationships under democratic management? 2. How did the American aid to Egypt developed under democratic management? 3. What is the political conditions accompanying the American aid program directed to Egypt? 4. How did the relations developed between the two counties under democratic management? What is the future of American aid to Egypt? The study target is to analyses the American aid to Egypt program and specifying its impact on the American Egyptian relationships under democratic management. Also to be acquainted by the political conditions methods accompanying these aids. The study concluded that the American aid to Egypt has a positive impact on Egypt’s policy towards United States of America under democratic management. This as very obvious in the conformity of situations between the to parties as for a lot of issues that are important for the two countries. Also the American aid impact on Egypt’s policy during the era of President Obama became very limited after the revolutions of 25th January and 30th June.
