تنص الاتفاقيات الثنائية الفلسطينية – الإسرائيلية ذات العلاقة على أن مفاوضات الحل الدائم تشمل القضايا المتبقية التي تم تأجيل البحث أو التفاوض بشأنها، وهي قضايا القدس واللاجئين والمستوطنات والترتيبات الأمنية والحدود والعلاقات والتعاون مع دول الجوار وقضايا أخرى ذات الاهتمام المشترك. ويتضمن الاتفاق الوصول إلى حل الصراع الفلسطيني الإسرائيلي، بما ينسجم مع الشرعية الدولية، ويضمن عناصر الاستقرار والبقاء؛ وعليه فإن المسائل يجب أن تحل بشكل مترابط ومتكامل؛ لأنه من غير الممكن التوصل لحل دائم وشامل، بحل إحدى هذه القضايا أو جزء من إحداها على حساب القضايا الأخرى، ألا تتمخض المفاوضات عن نتائج تمس الحقوق والطموحات المشروعة للشعب الفلسطيني؛ وأن لا نخدع بقبول مكاسب قصيرة المدى على حساب الأهداف البعيدة المدى المستندة للشرعية الدولية؛ ومع أن كل قضية تختص بمجال تفاوضي محدد بشكل مستقل؛ فإنه من الضروري الحفاظ على آلية عمل موحدة، تتضمن ترابط مختلف القضايا لكي لا نحقق حلول جزئية على حساب القضية الشاملة. ومن غير المقبول تأجيل أو ترحيل أياً من قضايا المرحلة الانتقالية إلى مفاوضات الوضع النهائي.
