المستخلص: يعتبر متغير السيادة الوطنية عنصرا بنائيا أساسيا اقترن بظهور مفهوم الدولة، وتكرس بشكل أوضح ضمن المفاهيم القانونية والسياسية حينما ارتبط عضويا بمفهوم الدولة الوطنية، فأصبح يصنف ضمن أسس الدولة الوطنية باعتبارها نموذجا حديثا للتنظيم السياسي.
علاوة على ذلك يشكل متغير السيادة الوطنية الإطار المحدد لفكرة الحدود الوطنية للدولة، استناداً للمدلول الويستفالي (نسبة لمؤتمر ويستفاليا سنة 1648) لمتغير السيادة فإن الكينونة القانونية والسياسية للدولة في المجتمع الدولي تتجلى وفقا لذات المتغير، وكذا الأركان الأساسية للدولة زائد الاعتراف الدولي، لكن ما يلاحظ أن التصور الكلاسيكي للسيادة قد ولى، وقد أصبح في الواقع الدولي الراهن محل تحول في الشكل والمضمون كمحاولة تفكيكية لمتغير السيادة الوطنية وبالتبعية تفكيك الدول الوطنية.

Le concept de souveraineté nationale a constitué un déterminant fondamental dans l'avènement de l'état comme une forme d’organisation politique moderne, par la suite avec l'évolution du monde, la souveraineté devenait non seulement un élément constitutif essentiel de l'état national selon la conception westphalienne, mais s'affirmer aussi comme un concept juridique et politique important aux yeux des spécialistes.
Cependant, le grand retournement qu’a connu le monde suite à la fin de la guerre froide et l'accélération des processus de la mondialisation ont imposés une sorte de redéfinition du principe de souveraineté nationale voir même sa remise en cause.

The variable of national sovereignty is an essential structural element coupled with the emergence of the concept of the state, and is more clearly enshrined in legal and political concepts when it is organically linked to the concept of the national state. It is now classified as one of the foundations of the national State as a modern model of political organization.
Moreover, the variable of the national sovereignty forms the framework for the notion of national boundaries of a state, based on the Westphalian meaning (in relation to the 1648 Westphalia Congress) of the sovereignty variable. The legal and political entity of the State in the international community manifests itself in accordance with the same variable, as well as the fundamental pillars of the State plus international recognition. However, the classical perception of sovereignty is over, and in the present international reality it has been transformed in form and content as a deconstructive attempt on the variable of national sovereignty and consequently the dismantling of national states.
