|a إن التطور العلمي والتكنولوجي والصناعي الهائل الذي عرفه العالم مع مطلع القرن 20 ميلادي رغم ايجابياته على الإنسانية، إلا أنه في المقابل لم يخلو من أضرار مست أشخاص المجتمع الدولي، وهذه الأضرار قد عبرت حدود الدول وأخلت بالنظام العام داخل المجموعة الدولية، واحتاج الأمر لإعادة تنظيم العلاقات من خلال التطبيق الصارم لقواعد القانون الدولي العام وإقامة المسؤولية الدولية على الشخص الدولي المتسبب في الضرر لغيره، ولو كان تصرفه مشروعا وفقا لهذه القواعد، وهذا من خلال الأخذ بالمسؤولية الدولية على أساس المخاطر في نشاطات اقتصادية وعلمية محدودة ومشروعة دولياً، ولكن مسببة للضرر العابر للحدود.

|d Le développement scientifique et technologique et industrielle du monde énorme ait jamais connu avec le début du 20e siècle, en dépit de ses avantages à l'humanité, mais d'autre part n'a pas dépourvue de dommages touché les gens de la communauté internationale, et ces dommages a franchi les frontières des nations et a violé l'ordre public au sein de la communauté internationale, et je besoin de réorganiser les relations par la stricte application des règles du droit international général et la mise en place de la responsabilité sur la personne internationale nuire à autrui, même si sa disposition en conformité avec ces règles d'un projet, et cela est grâce à l'introduction de la responsabilité internationale sur le risque en fonction dans les activités économiques et scientifiques sont limitées et légitime à l'échelle internationale, mais causant des dommages transfrontières.

|f The tremendous scientific, technological and industrial development that the world had known at the beginning of the 20th century, despite its positive effects on humanity, it was, however, on the other hand not free of damage to the people of the international community. There was a need to reorganize relations through the strict application of the rules of general international law and the establishment of international responsibility for the international person who is causing harm to others, even if his or her conduct was lawful in accordance with those rules.
